Description
The Government intends to contract without providing for full and open competition with Huntington Ingalls Incorporated � Ingalls Shipbuilding Division (HII) and General Dynamics Corporation, Bath Iron Works, Inc. (BIW), in support of the Guided Missile Destroyer (DDG(X)). This procurement will provide necessary shipbuilder engineering and design analysis in order to produce design products in support of the Guided Missile Destroyer (DDG(X)) Preliminary Design (PD) and upon approval of the Capability Development Document (CDD), Contract Design (CD). The Government will lead the associate shipbuilders in the translation and documentation of the Government�s requirements to produce design engineering products. Additionally, one of the two shipbuilders will be the Integrated Power System (IPS) Integrator, responsible for the IPS development and design.� The covered procurements will assist the Navy design team in maturing a total ship design through a systems engineering process. BIW and HII are the only two shipyards with the current capability to build surface combatant destroyers, due to their size and complexity.� The mobilization base has been maintained through BIW and HII for decades, with the construction of the DDG 51 and DDG 1000 classes.� BIW and HII have been key contributors to the concept, preliminary and contract designs for these classes of ships and most recently, performed detail design for DDG 1000 and DDG 51 Flight III classes, as well as maintaining DDG 51 life cycle design through Lead/Follow Yard Services contracts.� Both of these shipyards have unique experiences with IPS through their efforts on the DDG 1000 program making them uniquely qualified to be the IPS integrator into a new hull. The contracts will be awarded without full and open competition pursuant to 10 U.S.C. 2304(c)(3), Industrial Mobilization; Engineering, Development, or Research Capability; or Expert Services.� This is not a Request for Proposal (RFP), and a formal solicitation is not available at this time. This notice does not constitute a commitment by the Government to issue an agreement, RFP, contract, or order. The Government will not pay for any effort expended or any material provided in response to this announcement, nor will the Government return any data provided.
