- Notice of Intent The Naval Medical Logistics Command (NMLC) intends to award a sole source contract under the authority of FAR 13.106-1(b)(1) to BDL Studio & Supply, LLC, of 2090 Floyd St, Burbank, CA 91504 for the delivery of the described requirement in support of the Naval Medical Center (NMC), Portsmouth, Virginia. The requirement is for 240 Atlantis (Primary) Abutment (Titanium), 180 Atlantis Gold Shaded Titanium Abutment, 10 Atlantis Zirconia Abutment, 5 Atlantis Gemini (Duplicate) Abutment, and 5 Atlantis Zirconia Abutment (Shaded) for Naval Medical Center (NMC) Portsmouth. Each abutment order shall meet the following requirements: 1.�������� The contractor shall design the abutment according to the specifications of the abutment design without the need for a technician to manually create a model.� It shall involve digital duplication with a computer aided manufacturing processes to create the customized abutments to the precise requirements needed. In addition, the system shall measure the oral geometry of a patient�s mouth. 2.�������� The contractor shall have the technology coupled with their computer aided manufacturing process for abutments to customize abutments without regard to the implant manufacturer.� In addition to manufacturing a wide variety of implant systems the contractor shall warrant not only their abutment but the implant replacement cost if the implant fails while using their abutment.� 3.�������� The contractor shall deliver manufactured products to the site by an approved shipping provider at the government expense.� The contractor is responsible for completing requested procedures and returns the completed case work NLT than 10 business days from the date received by the contractor.� The contractor shall contact the Area Dental Laboratory for shipping instructions and account number information for the return shipment.� (757) 953-8587 4.�������� The Government shall be responsible for all shipping and receiving cost via a approved shipping provider, including shipment of physical cases from the dental laboratory. 5.�������� The contractor shall provide a digital receipt to the submitting laboratory for all case submissions. The contractor shall notify the submitting laboratory of any observed design or manufacturing problems within two (2) hours of case submission.� This notice shall be emailed to Department Head, Area Dental Laboratory. 6.�������� If a product is delivered to the site that does not meet the requirement of the government, the contractor shall correct the deficiency, remanufacture another product, and deliver to the site with no additional cost to the government with a maximum turn-around time of 10 days. 7.�������� Steam sterilization protocols for gravity displacement and dynamic air removal cycles that comply with ANSI/AAMI ST79 recommendations. 8.�������� Dry heat sterilization protocols that comply with ANSI/AAMI ST40 recommendations. Further, the device must have documentation of FDA approval for patient care. NAICS Code: 339114- Dental Equipment and Supplies Manufacturing. The small business size standard, for NAICS Code 339114, is 750 employees. There are no set aside restrictions for this requirement.� This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed 1 (8.5 x 11 inch) page using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract. Capability statements are due by 11:00 AM Eastern Time, 28 September 2021. Capability statements shall be submitted by e-mail ONLY as a Microsoft Word, Microsoft Excel or Adobe PDF attachment to Christopher R.
