- This is a SOURCES SOUGHT announcement; a market survey for information only, to be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. This market survey may lead to a proposed contract action for supplies or services for which the Government may intend to solicit and negotiate with only one source, with the Designer of Record (DoR) under the authority of FAR 6.302 or request for competitive proposals from Interested persons/firms who identify their interest and capability to respond to the requirement or submit proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Proposed work to be performed under the following North American Industry Classification (NAICS) code as follows: 541310 for Architectural Services. PROJECT DESCRIPTION: The U.S. Army Corps of Engineers - San Francisco District desires to identify contractors capable of providing Engineering Design, Review, and Construction Phase Services (CPS) in support of the United States Department of Veterans Affairs (VA) project for Seismic Retrofit of Buildings 1, 6 & 8, Building 12 Research Laboratory Replacement (new Bldg. 40) and Parking Garage Addition for the VA Medical Center located, 4150 Clement St, San Francisco, CA 94121. The scope of this contract will include review of submittals and Requests for Information (RFI) submitted by the construction contractor, review of shop drawings and documentation received during construction, site visits, clarifications, and changes to the design as necessary during the construction period of performance. The Architectural Services being sought will support multiple construction projects with various programmed amounts. The earliest phase programmed for construction is in Fiscal Year 2022 with an estimated construction cost <$50M with subsequent phased construction projects between $100,000,000 and $250,000,000. Construction of the first phase is expected to begin in August 2022 and the period of performance is 24 months with follow on phases sequenced in 2023, 2025, and 2027. The value of the A-E contract is estimated to be between $4,500,000 and $5,500,000. The CPS will support Seismic Retrofit/Replace of Buildings construction based on the designs that are currently being completed. Scope of these design corrects seismic deficiencies in four exceptionally high-risk buildings on the SFVAMC main campus (Buildings 1, 6, 8, and 12), all built in the 1930s, in one of the most active seismic zones in the country. Buildings 1, 6, and 8 will be fully renovated and retrofitted to correct for hazardous seismic and infrastructure deficiencies, bringing them to needed life safety standards and allowing consolidation of clinical functions, including an integrated mental health primary care clinic for patients with complex co-morbidities, and key subspecialty clinics. If your firm is interested and capable of performing the work identified in the project description, then please provide a response to this MARKET SURVEY. Responses to this MARKET SURVEY must contain the following information. Statement that your firm is interested in submitting a proposal for this project if it is formally advertised. Name of the company to include address, phone, and Point of Contact. Company CAGE code and DUNS or Unique Identity ID. Statement of Capability (SOC) stating your company�s experience, past performance, and knowledge required to perform this work. Your firm shall identify whether any work stated in the SOC was completed independently as the prime contractor or affiliated with another contractor (in a joint venture or as a subcontractor). If your role was as a sub-contractor, describe the design services your company provided. For each project listed in your SOC as the prime contractor, please provide a title, total contract amount, location, and customer Point of Contact. Limit your past performance information to three (3) projects. Respondents SHALL NOT submit a SF330 in response to this Sources Sought Announcement. Responses to this notice shall not be more than two (2) pages in length. Interested Firm's should respond to this Sources Sought Notice no later than October 22nd, 2021, 2:00PM PST.
