- I.� �AGENCY IDENTITY AND CONTRACTING OFFICE The Office of Policy and Strategic Planning (NA-1.1), of the U.S. Department of Energy (DOE), National Nuclear Security Administration (NNSA) plans to contract with Doxcelerate Corporation to provide policy systems support services to NNSA by means of other-than-full-and-open competition. �The contracting activity is the NNSA Contracting Operations Division, Headquarters Services Acquisition Branch (HSAB), NA-APM-126. NATURE AND/OR DESCRIPTION OF THE ACTION BEING APPROVED This document sets forth the justification and approval of the use of one of the exceptions to full and open competition allowed under the Competition in Contracting Act (CICA) of 1984.� This new contract action has a potential performance period of five years (consisting of a one-year base period, and four, one-year option periods). �The anticipated contract type is Firm Fixed Price. �Doxcelerate will provide technical and computer systems management and expertise to NA-1.1, Policy and Strategic Planning. III.� �DESCRIPTION OF SUPPLIES AND/OR SERVICES NNSA requires technical support for the NNSA Policy Portal.� The Policy Portal allows users to search and browse multiple document collections and retrieve documents using sophisticated queries; enables NA-1.1 to sort, store, and retrieve policy documents using a comprehensive set of metadata fields including document type, status, subject, writer, issuing office, approval date, last update, etc.; and provides extensive archiving and document history tracking capabilities. �In addition to providing access to NNSA Policies, the Policy Portal integrates access to other requirements and reference documents used by NNSA employees. �Under the resulting contract, Doxcelerate will be required to (a) Host the Directives Portal and Review and Comment application for NNSA; (b) manage software licenses; (c) provide RevCom software maintenance and technical support; (d)� establish a method for the electronic authentication of the Subject Matter Experts (e) archive and retrieval; (f) provide user instructions and training; (g) provide base year RevCom Business Process Package; (h) provide NA-1.1 access to all RevCom upgrades and enhancements; and (i) provide a formal approval process known as Assessment and Authorization. The total estimated value of this acquisition is approximately $889,476 over five (5) years based on the Independent Government Cost Estimate (IGCE). The estimated cost per year of the contract, based on the IGCE, is as follows: Base Period: �$167,568.00 Option 1:����� $172,560.00 Option 2: ����� �$177,732.00 Option 3:����� $183,060.00 Option 4:����� $188,556.00 IV.�� AUTHORITY The statutory authority permitting other-than-full-and-open competition is 41 U.S.C. ��3304(a)(1), as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1 entitled, �Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.�� V.� �APPLICATION OF AUTHORITY In order to meet NA-1.1�s requirements, NNSA requires a contractor that has access to, and the capabilities to use, the RevCom software application. �Through extensive market research, RevCom was determined to be the only software application that would meet NNSA�s needs by: providing large-scale, simultaneous dissemination of information, coordination, and review for hundreds of users at locations across the country; permitting parallel reviews where individual departments, offices, and teams could review documents at the same time; allowing local coordinators (e.g., in each field office, team, group, etc.) to assign reviews to subject-matter experts, set due dates, edit and consolidate comments within their respective organizations, and forward comments to the next level in the review hierarchy; collecting and managing comments at the document, chapter, section, page, paragraph or line level; distributing automatic reminders and notifications to users when documents are ready for review and when review has been completed; providing reviewers and coordinators with information regarding how their comments and proposed changes were addressed; and providing an automated and easily accessible historical archive Only Doxcelerate has access to the RevCom software platform. �Doxcelerate created the RevCom software and Policy Portal platforms and maintains all rights to the software, and information involved therein. �For this reason, it is the only responsible source that can meet the NNSA�s requirements. VI.� �EFFORTS TO IDENTIFY ADDITIONAL SOURCES Market research was conducted in April 2021 through internet research using the GSA acquisition gateway; however, no other contractors met all the Government�s requirements. � A Notice of Intent to award a sole source contract was posted on SAM.gov from September 2, 2021, through September 17, 2021. �[OT1]�Though the Notice of Intent invited interested parties to respond to NNSA�s intended action, no interested parties submitted a response. �A copy of the Notice of Intent is found in Attachment 1 to this document. VII.� �DETERMINATION OF REASONABLENESS OF COST OR PRICE It is the determination of the Contracting Officer that the anticipated price is fair and reasonable based on a comparison in accordance with FAR 15.404-1(b)(2)(iv) and FAR 15.404-1(b)(2)(v). �GSA resources, including labor schedules, were used to develop the IGCE. �The historical prices paid were also used to develop a range of anticipated prices submitted. �The proposed price falls slightly under the GSA-based estimation and slightly above the historical prices with inflation. �Labor costs associated with technical services increased more rapidly during the past year than anticipated by the IGCE process, as well as more rapidly than general inflation rates across all sectors. �However, the labor category averages provided by GSA were still higher than the quote received by Doxcelerate. �Thus, the Contracting Officer finds the anticipated price and fair and reasonable. VIII.� �MARKET RESEARCH As identified in Section VI, NNSA conducted market research through multiple means, including surveying the GSA acquisition gateway, and an invitation to responses to a Notice of Intent to award the subject sole-source contract to Doxcelerate. IX.� �OTHER FACTS N/A. X.�� INTERESTED SOURCES No contractors responded to NNSA�s Notice of Intent to award a sole-source contract to Doxcelerate. XI.� �STEPS TO FOSTER COMPETITION NNSA will continuously monitor advances in other available software platforms, conduct additional market research, and review its own requirements in an effort to foster competition under future procurements for the technical support of its Policy Portal. �[OT1]If the responses are due 9/17, we shouldn�t be signing off of the document until after the 17th. The DOE Acq. Guide requires that the results of the Synopsis be finalized and included in the JOFOC prior to approval.
