Description

The Federal Bureau of Investigation (FBI) intends to award a sole source purchase order to Grayshift LLC 931 Monroe Drive, NE, Suite A102-340, Atlanta, Georgia 30308 for the licenses renewal and new purchase of Grayshift GrayKey devices. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-19425, the North American Industry Classification System (NAICS) is 423430 with a business size standard of 250 employees. A quote is being requested under solicitation no. DJF-21-1800-PR-0003336. This will be a fixed price contract for a12 month base period and two 12-month option periods. Based on FBI market research, it has been determined that Grayshift LLC�s GrayKey devices and�licenses are the only source to meet the FBI requirement and no other supplies or services will satisfy the agency requirements. Grayshift LLC does not have any authorized resellers capable of providing the required devices and�licenses. The proposed contract action is for devices and�licenses for which the Government intends to solicit and negotiate with only one source under the authority of TLE 41,usc (c)(1). This notice is not a request for competitive proposals. Interested parties may identify their interest and capability to respond by submitting a proposal to include technical qualifications and experience/pricing and any other information to Christina Nortey at email address listed below. The following clauses and provisions are incorporated by reference and apply to the acquisition: FAR 52.212-1, Instructions to offeror-Commercial Items (SEP 2021): FAR clause 52.212-2, Evaluation Commercial Item (OCT 2014), FAR clause 52.212-4 Contract Terms and Conditions Items (OCT 2018); FAR 52.212-5 clause, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (FEB 2021). Each offeror shall include a complete copy of the clause 52.212-3 Offeror Representations and Certifications - Commercial Item (FEB 2021). The full text of clauses can be obtained at Web Site http://www.acquisition.gov. A determination by the Government not to compete this proposed required is based upon responses to this notice and is solely within the discretion of the Government.
