The Government is no longer accepting technical questions for this solicitation. Doug Reed Contracting Officer VA-VHA-2020-56D92567 Page 4 of 4 Government Responses to Technical Questions Solicitation: 36C26321Q0907 Lodging Services IDIQ Sioux Falls VA Health Care System Solicitation Section: Section B.1 (Contract Administration Data) Question 1: Ex: Invoices for the period of 1/1/2022 1/31/2022 cannot be submitted any earlier than 2/1/2022, correct? All invoices for the above mention period must be submitted no later than 3/3/2022, correct? How many days after we submit an invoice is standard turnaround for payment? Response 1: Contractors need to submit invoices monthly no later than 30 days after that month has ended; contractors cannot submit monthly invoice until prior period has passed. In your example given, if month has ended for January, you can submit invoice the next day (February 1), but no later than February 28. Per the Prompt Payment Act (31 U.S.C. Section 3901), payment must be made by Government within 30 days of receipt of proper invoice from contractor Solicitation Section: Section B.2 (Price/Cost Schedule) Question 2: Contract maximum is $200,000 for lifetime of the contract. Contract is for 5 years. Five years = 1,825 nights, which according to my calculation works out to about 1.5 to 2.5 rooms nights per day depending on cost per room. You ask for a 10 room per night allotment, so I m assuming there are some days you may not use us, and also there is a chance that we could hit the contract maximum before the contract expiration. Am I understanding that correctly? Response 2: This technical question will not be answered as not relevant to solicitation. The contract maximum is stated as is and offerors can choose to submit or not submit quote on that basis. At this point, the contract maximum will not be revised for solicitation/contract. As stated in solicitation, up to ten rooms may be needed on daily basis; less rooms may be needed daily based on VA facility needs, which is driven by patient volume. Solicitation Section: Section B.3 (Statement of Work), General Requirements Question 3: Are rooms required for guests that will be staying in those 10 rooms consecutive nights? Or would this be a rotation of guests staying a few nights at a time? Response 3: The Government cannot provide a definitive answer to this; per Statement of Work, up to ten rooms could be needed on daily basis based on VA facility needs. This is driven by demand and we do not know if Veteran patient(s) would be staying for one or multiple nights until such need for reservation arises. Solicitation Section: Section B.3 (Statement of Work), General Requirements Question 4: Ability for VA personnel from facility to call the hotel to reserve rooms for that night. Reservations shall be made by the VA lodging coordinator (or designee) during administrative hours of 8:00 am through 4:30 pm Central Time. Does that mean that all reservations will only be made on the same day as the stay is scheduled to start or will there be instances of more advance notice? Is the possibility that any reservation made the day of arrival, would be then cancelled prior to the guest s check in? If so, what is your policy on payment for that situation as normally once confirmed, there would be no refund for cancelled reservations? I ask this as I would need to amend policies to match your needs. Response 4: While every effort will be made to provide advance notice, the VA facility, based on patient volume, may not be able to provide such notice. The VA facility can have urgent needs which result in the need to make same-day notice. The lodging facility will be expected to accommodate that request as Veteran patient have to be met. The Government is not able to pay for services not rendered. Solicitation Section: Section B.3 (Statement of Work), General Requirements Question 5: Contractor shall provide transportation service for those Veterans requiring transportation to and from contractor's facility: the contractor shall provide transportation for the veteran and/or support person during the hours of 6:30am-6:30pm Central Time. For the hours when shuttle service is not available, SF will be responsible for providing transportation. Is the highlighted statement only applicable to the hours from 6:31pm 6:29am Central Time each day, or does this also apply if our shuttle is unavailable due to other commitments (doing an airport run or client event), for a short timeframe during the hours of 6:30am-6:30pm Central Time? Response 5: Please refer back to the solicitation; this statement should be interpreted as is. The lodging facility is expected to provide transportation between 6:30am and 6:30pm daily; outside of those hours, VA facility will be responsible for providing transportation. Regardless of other events, (i.e., airport run), the lodging facility is expected to provide this transportation.
