Description
The Department of Veterans Affairs (VA), Network Contracting Office 9 (NCO9) is issuing a Pre-Solicitation Notice for Project Number 621-CSI-333, a Two-Phase Design-Build for the renovation of Building 207 PET-CT Tomograph at James H. Quillen VA Medical Center, Mountain Home, TN. This procurement is a 100% Set-Aside for Service-Disabled Veteran-Owned Small Business concerns under the authority of 38 U.S.C 8127(d), with an approved NAICS Code 236220, Size Standard $39.5 Million. The Contractor shall provide all labor, materials, tools, equipment, transportation, supervision, coordination, and services necessary for the design and renovation of Building 207 PET-CT Tomograph in accordance with the RFP documents to be posted with the solicitation. This project is a Design Build solicitation, to provide Architectural, Engineering and Construction services that, at a minimum, include the demolition, design, renovation and construction services to create a fully functional PET/CT clinic that meets all current codes and standards. This will involve complete demolition of finishes and services within the building and modifications to the exterior and interior to accommodate the required safety and service clearances for the PET/CT equipment to be installed. The Government anticipates the project will be split into two (2) phases. Work is to be completed within 365 calendar days of receipt of Notice to Proceed. The magnitude of construction cost for this project is between $500,000.00 and $1,000,000.00. NOTICE TO PRIME (GENERAL) CONTRACTORS: The offeror must be registered in the System for Acquisition Management database at https://www.sam.gov and the Vendor Information Pages at www.vetbiz.va.gov. These systems will be check at offer submission and prior to award. SOLICITATION and AMENDMENTS: Prospective offerors must obtain copies of solicitation documents from www.SAM.gov, which will be available on or about October 16, 2021. The offerors will have access to downloading plans, specifications and amendments, which will be available only in Adobe PDF electronic format. There will be no public bid opening. All offerors must ensure that their firms have the ability to provide both 100% Performance and Payment Bonds. In addition, the offerors will be required to submit a bid guarantee with their proposal. The proposals will be evaluated, and award made utilizing the Best Value per FAR Part 15. Offerors are advised award may be made without discussion. No questions will be concerned until the posting of the solicitation.
