Reference:� Draft IFB No. 72044021B00001 USAID Civil Works for Dioxin Remediation at Bien Hoa Airbase Area � Phase 1 Release Date: September 28, 2021 Response Due Date: October 18, 2021 at 4:00 PM (Hanoi local time) The United States Agency for International Development in Vietnam (USAID/Vietnam) intends to issue an Invitation For Bid (IFB) for a construction contract for USAID Civil Works for Dioxin Remediation at Bien Hoa Airbase Area � Phase 1 (Civil Works 1). In accordance with Geographic Code 937, the United States, the Recipient country, and developing countries are eligible to participate in this IFB. Vietnamese firms are welcome and encouraged to participate. This competition is not restricted to small businesses. The estimated magnitude of the total bid of the Activity, as described in the IFB Section C, is more than $50,000,000. This contract, Civil Works - Phase 1, will support the Project through: Provision of remediation work in several on and off-base areas with high levels of dioxin contamination that pose important exposure risks; Construction and maintenance of facilities required to support other Project activities including the Pre-Treatment Storage Area (PTSA); Loading and unloading of material from other Project storage areas; Provision of roadwork and fencing. Prime Offerors under this RFP must be registered under the North American Industry Classification System (NAICS) code 237990 -- Other Heavy and Civil Engineering Construction with business size of $36.5 million. The attached draft IFB contains more detailed requirements on this Activity. Please note that information other than those shared with this notice will be available only upon the final IFB issuance. The final IFB will be released electronically on www.sam.gov in approximately five to six weeks from this notice. In addition to sharing the draft IFB, USAID would like to invite interested parties to provide constructive feedback on the draft IFB. The feedback received will be considered to assist the Mission in finalizing the IFB. Specific Questions USAID/Vietnam is interested in obtaining feedback on include: What additional information, if any, would you recommend be included in the final IFB that will be useful for prospective Bidders in deciding to compete or in preparing proposals? USAID intends to use a fixed-price contract, breaking into four Contract Line Items (CLINs) with CLIN 3 as Unit Prices for Excess Quantities and CLIN 4 as Option Year. Please provide feedback on the current pricing structure. All respondents are encouraged to include self/organizational information including capabilities and past experiences working on environmental remediation with emphasis on relevant regional experience. We anticipate having a virtual site walk and conference upon issuance of the IFB. Information on this planned virtual conference will be provided to Interested Bidders upon the IFB issuance. Prospective bidders are advised that this procurement is subject to internal USAID approvals and the availability of funds. Please note USAID is NOT seeking/requesting bids at this time. THIS IS A DRAFT IFB ONLY. Any bids/questions submitted in response to this notice will not be considered. Responses to this notice are not offers/bids and cannot be accepted by the Government to form a binding contract. Responses to this notice are voluntary. This notice is NOT an IFB and in no way obligates the US Government to issue a final IFB and/or award a contract, nor does it commit the Government to pay for any costs incurred in the preparation of responses. This notice satisfies the synopsis requirement in FAR 5.2. If a final IFB is issued, all necessary information will be supplied at the time it is posted to www.sam.gov.
