Description
The National Aeronautics and Space Administration (NASA) Glenn Research Center�s (GRC)�Fission Surface Power Project is hereby soliciting information from potential sources for the�development of a 1.2 kWe to 5 kWe Stirling-based Power Conversion System (PCS). NASA GRC is seeking capability statements from all interested parties, including all�socioeconomic categories of Small Businesses and Historically Black Colleges and Universities�(HBCU)/Minority Institutions (MI), and members of the underserved communities as defined by Executive Order 13985, Advancing Racial Equity And Support For Underserved Communities Through The Federal Government, for the purposes of determining the appropriate level of�competition and/or small business subcontracting goals for Power Conversion Technologies for�the Fission Surface Power System. The Government reserves the right to consider a Small, 8(a),�Women-owned (WOSB), Service-Disabled Veteran (SD-VOSB), Economically Disadvantaged�Women-Owned Small Business (EDWOSB) or HUBZone business set-aside based on responses�received. This SSN is open to non-Government U.S. institutions (companies, universities, nonprofit�organizations) only. NASA civil servants, Jet Propulsion Laboratory (JPL) employees, national�laboratories, and Federally Funded Research and Development Centers (FFRDCs) shall not be�proposed as a Prime Contractor on any effort associated with this SSN but may participate as a�team member. NASA requests respondents to this SSN from industry suppliers and manufacturers capable of�designing, building, and operating power conversion technology, and controllers. Industry�sources that have demonstrated capabilities for producing long-lived thermal to electric�converters but have limited space flight hardware or system-level development experience,�should consider partnering in responding to this SSN. The intent of this SSN is for NASA to ascertain the feasibility of a demonstration of a prototype�PCS. Based on responses to this SSN, NASA may issue a Request for Proposal(s), either in an�open or restricted environment, for these requirements. This technology maturation is a way to�reduce risk in advance for a future surface power system demonstration, and it is independent of any eventual flight development. NASA does not intend to prescribe a power conversion and�controller technology solution for future flight power system development. The advanced�technology developed from the technology maturation contract may be available for contractors�to use on future contracts. The questions posed in this SSN are to gain understanding about potential company/team�respondent capabilities, product attributes, design features and constraints, performance�parameters, operating experience, testing scenarios and results, manufacturing history, reliability,�and scalability. Additionally, this SSN requests industry perspective on industry partnership opportunities, integration strategies, cost or time saving measures, and technology development�risks. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is�released, it will be synopsized on SAM.gov. Interested firms are responsible for monitoring this�website for the release of any solicitation or synopsis.�This synopsis is for information and planning purposes only and is not to be construed as a�commitment by the Government nor will the Government pay for information solicited.�Respondents will not be notified of the results of the evaluation. Respondents deemed fully�qualified will be considered in any resultant solicitation for the requirement. Please advise if the requirement is considered to be a commercial or commercial-type product. A�commercial item is defined in FAR 2.101.
