THIS IS NOT A REQUEST FOR PROPOSAL (RFP) SOLICITATION. RFP REQUESTS WILL NOT RECEIVE A RESPONSE.� ""Notice to Offeror(s)/Supplier(s): Funds are not available for this effort.� No award will be made under this Sources Sought Synopsis (SSS)/ Request for Information (RFI) Market Survey.� The Government reserves the right to cancel this SSS/RFI, either before or after the closing date.� In the event the Government cancels this SSS/RFI, before or after the closing date, the Government has no obligation to reimburse an Offeror for any costs."" This Sources Sought Synopsis (SSS) /Request for Information (RFI) Market Survey is being conducted by the United States Air Force to identify potential sources that may possess the expertise, capability, and experience to upgrade and modernize four B-52H Flight Director Trainers. This SSS/RFI will also be used to determine if this effort can be competitive or a Small Business Set-Aside. While industry sources are requested to provide full and comprehensive responses to this questionnaire, they are reminded that all information is voluntary, and the Government will not reimburse sources in any way for responses provided.� Likewise, a company�s participation in the market research via this questionnaire does not obligate the Government to enter into any contractual agreement, either formally or informally, with a company. The proposed North American Industry Classification System (NAICS) Code is 336413 with a size standard of 1,250 employees. The Government will use this information to determine the best acquisition strategy for this project.� The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns.� The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code.� Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years.� Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners.� The contractor shall be capable of furnishing all required labor, material, facilities and equipment to accomplish the upgrade, test, preservation and packaging, and return of the B-52H Flight Director Trainers to the government in a completely serviceable condition at the unit price established at the time of a contract award. Additionally, the contractor may need to acquire license agreements from the Original Equipment Manufacturer (OEM), in order to obtain rights to all required data, including military specific modifications. The contractor may be responsible for recurring and nonrecurring engineering services associated with becoming a qualified source.� The contractor may be responsible for supply chain management, logistics, forecasting of parts, long-lead parts procurement, reparable forecasting, obsolescence issues, and delivery of serviceable assets. The specific requirement(s) for this effort are below. The trainers use analog aircraft parts that are no longer in the Air Force inventory. The Flight Director Trainer modification will incorporate digital instrumentation and replace obsolete analog components. To the extent possible, line replaceable units (LRU�s) associated with the Flight Director Trainer should be replaced with mock-up LRU�s. Modernization of Flight Director Trainer must reflect the current B-52H instrument panel in appearance and system operations outlined in supporting technical data/technical orders listed below. The United States Government (USG) will also consider the development of a virtual-blended Flight Director Trainer in lieu of a digital only version. The current Flight Director Trainer is a one-panel Training Device, with four total training devices that need to be modified. The Flight Director Trainer provides the capability for instruction in the operation and maintenance of the B-52H Flight Director System; the flight director system provides for the visual display of heading, attitude, and radio navigation via the Attitude Director Indicators (ADIs) and Horizontal Situation Indicators (HSIs). The Flight Director Trainer incorporates all components associated with the pilot side of the Flight Director System to include a VOR/Localizer Receiver (MMR-2020), AN/ARN-67 Glideslope Radio, and AN/ARN-118 TACAN (V). The attitude portion of the Attitude Director Indicating System provides the pilot with a visual display of the flight attitude of the aircraft and consists of one ARU-49/A ADI, one roll and pitch displacement gyro, one switching rate gyro, a rate-of-turn gyro, one flight gyro transformer, a flight gyro emergency power inverter, an� Electronic Control Amplifier, an attitude switching relay box, two attitude select switches (one for the pilot and one for the copilot), and the necessary wiring and connections to complete the system. The HSI displays aircraft heading, bearing and distance to a selected navigation facility, and course deviation. In addition, the HSI has controls for heading and course selection. The trainer�s fault injection panel contains 6 switches used to simulate the following faults: 1. ADI total failure 2. HSI total failure 3. Flight Director Computer failure 4. Pitch and Bank steering bars inoperative 5. Roll and Pitch Gyro failure/inoperative 6. No power to ADI and HSI (instrument power bus) The power control panel controls the primary power. The control panel contains the pilot-side control equipment. The Flight Director Trainer operates with the following equipment:� Type 972Q-4 (PN AN/ARM-186) or Type IFR-4000 (Alternate to AN/ARM-186) which are needed to provide the Instrumentation Landing System (ILS) signals the ADI and HSI respond to. When used in this manner, stimuli for the Flight Director System that are normally derived indirectly from units requiring radio-frequency signal inputs are provided from electronically simulated sources in the Training Device. Test equipment used for the Flight Director Trainer consists of: ILS Test Set (Ramp Tester) Type 972Q-4 (PN AN/ARM-186) or Type IFR-4000 (Alternate to AN/ARM-186) are needed to provide the ILS signals to the ADI and HSI. TR-100AF Test Set for TACAN Testing���������������������������������������������������� Signal generator(s) for VOR/Localizer, Glideslope, and Marker Beacon Testing Dummy load for TACAN testing Attenuator pad for VOR/Localizer and Glideslope testing Current power input requirements consist of 28 VDC, 115 VAC 60 Hz single phase as well as 115 VAC, 400 Hz, 3 phase. The USG would prefer that the modified trainer run on normal facility power. The B-52H Flight Director System Training Devices must be delivered with complete tech data to include but not limited to:� Operation, maintenance, fault isolation troubleshooting procedures, complete illustrations and parts breakdown, wire diagrams, drawings, special tools and test equipment, and packing/shipping, and unpacking, and set-up instructions.
