Description
Artillery (PA-55 and PA-71/A)�Fiber Containers�(Market Survey)� On behalf of the Office of the Project Manager Combat Ammunition Systems (OPM-CAS), the U.S. Army Contracting Command-Rock Island (ACC-RI),�located at Rock Island Arsenal, Rock Island, IL,�is conducting a market survey to identify�qualified sources�capable�of producing�the�Artillery (PA-55 and PA-71/A) Fiber Containers.�The purpose of this market survey is to obtain current information on the capability of�businesses to provide�the Artillery (PA-55 and PA-71/A) Fiber Containers�to the warfighter�for FY22-FY27�military requirements.�USG is considering use�of�Sealed Bidding in awarding�this requirement.��� Item Description:� The following item description describes the Fiber Containers in sufficient detail to respond to this sources sought notice.� The PA-55�Artillery�Fiber Container is a spirally wound fiber tube used for 105mm artillery rounds. It has�a�telescoping cover on each end. Each cover has a�crimped metal end. The windings of the PA-55�Fiber Container�consist of layers of�kraft�paper, foil,�and asphalt material.�The outer dimensions are a maximum 5.16"" dia. X 31.88"" max length.�The PA-55 has inner�kraft�tubes which support a steel washer near the containers center.�� The PA-71/A�Artillery�Fiber Containers�are�spirally wound fiber tubes�for 105mm artillery rounds.�They include�a stamped one-piece metal cover and a crimped metal�end. The�windings of the fiber tubes consist of layers of�kraft�paper, foil,�and asphalt material.�The outer dimensions are�5.28��maximum�dia. X�35.83��maximum length.�The PA-71/A contains cylindrical foam inserts and a double-beveled steel support washer.� The Technical Data Packages (TDPs) for the listed�Artillery Fiber Containers�are available upon request,�pending receipt of all required documents and approval by PM CAS. These TDPs are marked Distribution D, therefore�the�distribution�authorization is only�for�the Department of Defense (DoD) and U.S. DoD contractors. Contractors interested in receiving TDPs for information-only are required to submit a signed and completed DD Form 2345, Militarily Critical Technical Data Agreement;�an�AMSTA-AR Form 1350, Technical Data Request Questionnaire; and�a�Non-Disclosure Agreement for the Government's consideration.� To�qualify as a�source for this effort, all interested parties must submit the requested information as follows:� a)�Evidence of capabilities including an ability to produce the�Artillery�PA-55�Fiber Container�at a�rate of 12,000 units per month and�the�Artillery�PA-71/A�Fiber Container�at a rate of 10,000 units per month,�� b)�Manufacturing experience�and evidence of successful Pre-Award Surveys�of�the�Artillery (PA-55 and PA-71/A)�Fiber Containers or similar products within the past 3�years;� c)�Description of facilities, equipment, manufacturing process, personnel�(numbers, size, experience, specialized skill sets), inspection capability, location,�and environmental compliance as it relates to the above technical and production efforts;� d)�Evidence of Quality Assurance and Reliability�programs to support this production program and�technical services; and� e)�Company name, address, telephone number, email address, technical point of contact, and company size (please specify as either a Small Business, Small Disadvantaged Business, 8(a) concern, Woman-Owned Small Business, Historically Underutilized Business Zone concern, Veteran-Owned Small Business, or Service-Disabled Small Business).� All contractors interested in this�potential,�future solicitation must�have active�registration�in the�System of Award Management (SAM)�database.��� This market survey is for informational and planning purposes only and�NOT�construed as a Request for Proposal (RFP) or as an obligation on the part of the Government.�Submissions for the�requested information�produce�no cost or obligation to the Government.�All submissions�must arrive�within fifteen (15) calendar days from the date of this publication�via electronic mail to�Amy L.
