Description
The contractor will be responsible for providing A-E services involving storm water, fieldwork, sampling, analytical, monitoring, observations, testing, surveys and investigations, research and review, reporting, planning and permitting, pilot studies, equipment calibration and upgrade, regulatory review and consultation, and to a lesser extent incidental potable water, wastewater, groundwater, water quality compliance studies, planning, fieldwork, testing, and permitting documentation for Navy and Marine Corps activities and other government facilities under the jurisdiction of Naval Facilities Engineering Command Southwest (NAVFAC SW) directed by the Contracting Officer.� All work shall be in accordance with the provisions of the contract and the architect engineering statement of services (AES) provided in each contract task order (CTO) and with the Unified Facilities Criteria (UFC) 1-300-09N and Guide for Architectural-Engineering Firms (A-E Guide) as relevant and appropriate. ���� Types of A-E Services include but is not limited to the preparation of� Integrated Contingency Plans (ICPs), OPA-90 Facilities Response Plans (FRP), Spill Contingency Plans (SCP), and Spill Prevention, Control and Countermeasure Plans (SPCC); prepare, update, or implement Storm water Pollution Prevention Plans (SWPPPs) and Storm water Discharge Management Plans (SWDMPs); and conduct annual comprehensive site compliance evaluations (ACSCEs). Obtain the National Pollutant Elimination Discharge System (NPDES) permit to support the installation(s)� SWPPP.� Develop, write, and update all required federal, state, and local storm water permits.� Conduct� additional site evaluations and environmental sampling as required to update the SWPPP and to identify, document, and comply with all federal, state, and local regulations under the Clean Water Act (CWA) that apply to the site(s).� Perform services necessary to conduct detailed sampling, analysis, and monitoring (SAM) operations that will provide profile information characterizing the storm water pollution effluents.� Conduct pilot studies, sampling events, and demonstration of new sampling devices including installation and calibration of such devices.� Provide �around the clock� storm water sampling services to comply with permit requirements.� In addition, the firm will provide a full range of A-E environmental engineering services and scientific or technical management services necessary for the implementation of storm water, water quality, potable water, groundwater, sanitary sewer, industrial sewer, waste water, pollution prevention, environmental compliance, conservation, sustainability, pollution prevention, and similar environmental protocol requirements for compliance, restoration, or base closure projects.� These efforts include, but are not limited to, the following: audits; studies; services; investigations; evaluations; consultations; sampling; analyses; toxicity testing; equipment calibration, testing, and change out; monitoring; conceptual design; value engineering; pilot or treatability project studies to demonstrate innovative technologies; and operation, monitoring, sampling, calibration, optimization, and installation or exchange of environmental testing, treatment, or control systems. The Contactor shall also provide engineering services related to either continuation of existing environmental compliance projects or the implementation of new environmental compliance projects.
