Reference #: 512-22-1-098-0004 TITLE OF PROJECT: D-SPECT SUPPORT SERVICES TASK ORDER FOR CARDIO GAMMA CAMERA Pursuant to Federal Acquisition Regulation (FAR) 13.106-1(b)(1), for purchases not exceeding the simplified acquisition threshold (SAT). Contracting Officers may solicit from only one source if the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization). This is not a request for proposals. This notice does not represent a commitment by the government to pay for costs incurred from the preparation and/or submission of data in response to this notice. Written responses to this Notice shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. Information received in response to this Notice will be considered solely for the purpose of determining whether to conduct a competitive requirement. PURPOSE AND SCOPE OF WORK: A NAC IDIQ WILL BE USED FOR THIS ACQUISITION The vendor will provide support for the Spectrum Dynamics D-SPECT Cardio (SN 14391) currently in use at the Baltimore VA Medical Center. Service coverage must include replacement parts, labor, travel expenses, tools, test equipment, and other incidentals necessary to perform scheduled preventive maintenance and to restore the covered equipment to operating specifications in accordance with the manufacturer s specifications throughout the term of the contract. Additionally, the contractor must provide software and quality updates, technical and clinical application support by telephone, and remote monitoring and diagnostic support to minimize unexpected equipment downtime and maximize use of the equipment. The vendor must have an approved MOU/ISA with the Department of Veterans Affairs to provide remote support. The vendor will supply the Baltimore VAMC Biomedical Engineering department with a copy of a detailed service report that meets the requirements of 21CFR820, subpart N, within 2 weeks of maintenance being completed. The service shall be performed between the hours of 8:00am and 5:00pm, Monday through Friday, unless mutually agreed upon the contractor and the VA Biomedical Engineering department. The contractor shall schedule all maintenance with Biomedical Engineering and report to Biomedical Engineering in room 5B-183 upon arriving on-site at the Baltimore VAMC, before performing any maintenance. Below is the list of equipment identified to be covered by this service contract: Spectrum Dynamics D-SPECT Cardio (SN 14391), including CZT detector modules Coverage Monday Friday, 8am-5pm Two preventative maintenance service visits Travel and labor expenses Repair parts Software and quality updates Uptime commitment of 98% BACKGROUND: The VA Maryland Health Care System requires full-service coverage for its Spectrum Dynamics D-SPECT Cardio at the Baltimore VA Medical Center. This service coverage includes software and quality updates, repairs, and scheduled preventive maintenance in accordance with the manufacturer s recommendations to ensure that the equipment is properly maintained and to reduce downtime of the identified equipment that results in cancellations of patient appointments. PERIOD OF PERFORMANCE: Base Year: 10/01/2021 through 09/30/2022 Option Year One: 10/01/2022 through 09/30/2023 Option Year Two: 10/01/2023 through 09/30/2024 Option Year Three: 10/01/2024 through 09/30/2025 Option Year Four: 10/01/2025 through 09/30/2026 PLACE OF PERFORMANCE: Baltimore VA Medical Center 10 N. Greene St Baltimore, MD 21201 SECURITY: The contractor must have photo ID available when performing work at a VA Medical Center and be willing to present it to VA staff. The vendor is responsible for personal protective equipment. The vendor must have a current Business Associate Agreement (BAA) with the Department of Veterans Affairs to perform maintenance on equipment that would result in incidental access to patient Protected Health Information (PHI) Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Spectrum Dynamics Medical is the only vendor capable of maintaining and supporting this specialized system. Description of market research conducted and results or statement why it was not conducted: This is a sole source procurement and market research is not required because it is being ordered off of IDIQ 36H79719D0010, where market research has already been conducted.
