- Non-Personal Service Performance Base Contract for TWO (2) Registered Nurses (RN) ""ON AS NEEDED BASIS"" in the Labor & Deliver and/or Post-Partum/Newborn Couplet Care and/or Newborn Special Care at Northern Navajo Medical Center (NNMC) located in Shiprock, NM. The tasks to be performed shall be in accordance with the attached Performance Work Statement (PWS). WORK SHIFT: The shifts are 12 hour rotational (day or night) including weekends and Government Holidays. The Government DOES NOT guarantee a specific shift to any individual(s). It will greatly depend on patient case load. The Supervisor at IHS shall determine specific tour of duty. The Government DOES NOT guarantee that the contractor will work the number of hours ordered. The hours ordered are only estimated. Period of Performance: Upon award for 6 months with possible extension Housing: No Government Housing available. The nearby towns are Farmington, NM , 29 miles East of Shiprock, NM and in Cortez, CO, 41 miles North of Shiprock, NM. There are hotels, restaurants, mall, etc. in the two towns. Education: Degree or diploma from a professional nursing program approved by the legally designated State accrediting agency at the time the program was completed by the applicant. Registered Nurse Qualification Requirements (Refer to PWS 6.3) - a valid and unrestricted State Nursing License - a current Basic Life Support (BLS) Certification with American Heart Association - a current Advance Cardiac Life Support (ACLS) Certification with American Heart Association - Pediatric Advance Life Support (PALS) Certification with American Heart Association - a current Neonatal Resuscitation Program (NRP) Certification with American Heart Association - AWHONN Intermediate Fetal Monitor Certification - STABLE (Sugar, Temperature, Airway, Blood Pressure, Labs, and Emotional Support) - Health Requirements (Medical Evaluation / Immunization) Professional Nursing Skills: - Anatomy & Physiology of all age groups: neonates to geriatrics - Ability & knowledge to learn the different types of equipment. - Cardiac monitors - Alaris IVAC pumps/PCA - SCDs (Sequential Compression Devices) - Natus bili light/blanket - Medula electronic breast pump - HillRom beds/cribs - Panda Warmers - Training with Fetal Monitoring Equipment - Proficient in IV cannulation of all age groups - Assess all ages and communicates abnormal signs and symptoms to Providers appropriately - Ability to work with Electronic Health Record & Barcode Medication Administration Scanners - May be assigned Charge Nurse Duties - Ability to float as needed to other departments upon completion of a Float Competency Skills Checklist. This is merely a preference and not mandatory for this position. Experience: The RN needs to have at least 2 years of clinical experience in Labor & Deliver and/or Post-Partum/Newborn Couplet Care, including the following: High Risk Patient Care: - MgSo4 Infusion - Pitocin Infusion - Preterm Labor Patients - PIH Patients - GDM Patients - Patient with no Prenatal Care - Knowledge of AWHONN guidelines Postpartum/Antepartum Care - GDM Teaching - Postpartum Recovery - Mother/Baby Care & Teaching - Knowledge of Baby Friendly Newborn Nursery: - Level 2 Care which includes stabilizing Level 3 Newborn for transportation - O2 Therapy - IV Fluid, IV Start, Blood Draw - Cardiac Monitoring - Transitional Care - Newborn Assessments - Mother/Baby Care & teaching - Knowledge of Baby-Friendly REQUIREMENTS: 1. Fill-in the attached pricing document and return with profile. The Government will consider competitive rates upon negotiation. Hourly Rate shall be an All-Inclusive Hourly Rate, Meaning travel, per diem, lodging/housing, transportation, meals, and applicable taxes (i.e. federal, state and local). The Attach Wage Determination Service Contract Act applies. 2. Past Performance: Provide experience of comparable scope and complexity in providing services within the past three (3) years of operation. 3. Provide complete candidate Profile WITH valid phone number and email address�(Curriculum vitae, updated resume, licensures / certifications, �Professional Nursing Skills and all relative documents for proposed candidate. Refer to PWS Section 5.0 & 6.0). 4. Availability of candidate(s). 5. Contractor will not start until the Purchase Order is issued - signed by the Contracting Officer and receipt of vendor NOTE: Incomplete submission(s) of REQUIREMENTS WILL NOT be reviewed or considered including direct submission to the hospital unit managers. In addition, any profiles received before or after the RFQ dates WILL NOT be accepted. OPM requires Electronic Questionnaire for Investigation Processing (e-QIP) for registered nursing services exceeding One Hundred Twenty (120) days. Electronic Questionnaire for Investigation Processing (e-QIP): Executive Orders 10450, 12968, and HSPD-12 require a background investigation as a condition of employment. This investigation will be processed utilizing the US Office of Personnel Management (OPM) system. QUALIFICATION / EVALUATION: The Government reserves the right to issue a single award or multiple awards to any contractor(s) whose quote represents the best value as defined by FAR 2.101. In determining best value, Price and other Evaluation Factors will be considered: Past Performance and Qualifications. The Evaluation Factors and significant subfactors when combined are significantly more important than cost or price. As part of the evaluation process, candidates shall be interviewed to ensure their understanding of the PWS and to verify their qualifications to perform required services. The socio-economic status of an offer may also be considered, should one or more quotes represent the best value. All candidates are required to have an official United States social security number.
