- RTPD requires technical services to support the contract transition, and continued modernization and sustainment support of the Emergency Coordination (EC) and Incident Management Coordination Assessment and Declaration (IMCAD) Modules. �The EC and IMCAD modules, which was built for the Office of Response to effectively respond to disasters.� The EC module has historically consisted of a set of legacy applications consisting of Incident Activity Manager (IAM), Preliminary Damage Assessment (PDA), and Declaration (DEC). while the IMCAD module provides data and automated work processes that help FEMA manage emergency and disaster relief operations from the first point of incident occurrence through disaster declaration. All of these applications support Federal Disaster Declarations and informs downstream financial systems. The Contractor shall provide skilled personnel to support agile software development, and operation, maintenance and transition out.� This includes software application requirements analysis, design, development, integration, testing, implementation, maintenance support, hosting, and management of web-based applications, databases and technologies. The Contractor shall provide skilled resources to support management and oversight of their work performance and personnel, including database administration and business intelligence/data management. The Contractor shall analyze, configure, implement, and document the business process solutions, requirements used and facilitate the transition to the new Blanket Purchase Agreement awardee. The Contractor shall provide test, validation, verification, and evaluation solutions to ensure that all IT products and services meet DHS standards and are performing to defined design, cost, schedule, and performance specifications/capabilities. The Contractor shall provide best practices, technologies, tools, and support such as DevOps for quality and operational assessments, integration testing and system test and evaluation, including security certification and accreditation, for IT systems. The Contractor shall also provide verification and validation through the monitoring and evaluation of projects through activities such as, but not limited to, assessments, process and procedure audits, project and performance management, and systems analysis and design. The Contractor shall also cooperate fully with any entity DHS tasks with performing independent validation and verification services.
