Acquisition Plan Action ID: 36C247-21-AP-5619 Contracting Activity: Department of Veterans Affairs, VISN 07, Charlie Norwood VA Medical Center, 1 Freedom Way, Augusta GA 30904. Transaction no. 509-21-4-523-0058. Nature and/or Description of the Action Being Processed: This is a request for a 3-month sole source requirement for wheelchair/van transportation service for beneficiaries of the Charlie Norwood VAMC, Augusta GA. This 3-month emergency requirement will be for the period of September 30, 2021 to December 31, 2021, the current contract has been protested. Description of Supplies/Services Required to Meet the Agency s Needs: The requirement is necessary to continue wheelchair transportation medical services for the qualified VA beneficiaries of the CNVAMC and outlying CBOCs. The contractor shall provide all supplies, materials, equipment, labor, supervision, management, and transportation to eligible VA beneficiaries located in the designated locations in the state of Georgia and South Carolina. Statutory Authority Permitting Other than Full and Open Competition: ( ) (1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements per 41 USC §3304(a)(1) as implemented by FAR 6.302-1; (X) (2) Unusual and Compelling Urgency per 41 USC §3304(a)(2) as implemented by FAR 6.302-2; ( ) (3) Industrial Mobilization, Engineering, Developmental or Research Capability or Expert Services per 41 USC §3304(a)(3) as implemented by FAR 6.302-3; ( ) (4) International Agreement per 41 USC §3304(a)(4) as implemented by FAR 6.302-4 ( ) (5) Authorized or Required by Statute per 41 USC §3304(a)(5) as implemented by FAR 6.302-5; ( ) (6) National Security per 41 USC §3304(a)(6) as implemented by FAR 6.302-6; ( ) (7) Public Interest per 41 USC §3304(a)(7) as implemented by FAR 6.302-7; Demonstration that the Contractor s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): The suggested vendor, Transport Care Services, is a small disadvantage provider of the wheelchair/van transportation services and has ample staff and fleet to service the government s current patient care need. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: Determination by the CO that the Anticipated Cost to the Government will be Fair and Reasonable: The estimated cost, $724,300 was provided by current market pricing based on the current contract. Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted: Contracting has attempted to make several awards with other potential sources, over the past few years, each ending in a protest denying an award of a long term contract for this service. Any Other Facts Supporting the Use of Other than Full and Open Competition: Failure to provide a short term contract would impede the facilities ability to provide access to patient care services to our Veterans. The current contractor is prepared to continue performance of the contract without any delays and at the same previous contract price.
