Description
1.�� �The Army Contracting Command - Rock Island hereby issues a combined synopsis/solicitation for a commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. This synopsis/solicitation is issued using Simplified Acquisition Procedures pursuant to FAR Part 12.603, Streamlined Solicitation for Commercial Items. A single firm-fixed priced award will be made to the responsive, responsible, lowest priced offeror. �This synopsis/solicitation contains a 100% Option Quantity, to be evaluated at time of award. 2.�� �Request for Quote (RFQ) W52P1J21QNITR is for the procurement of the following: CLIN 0001: 15,500 pounds Strontium Nitrate Grade A, IAW MIL-S-20322B (Attachment 0002). �Certificate of Analysis (COA) shall be provided with each lot (See Exhibit A � CDRL A001).� QUANTITY�� ��� � �UNITS�� �UNIT PRICE�� ��� �TOTAL PRICE�� � � � �15,500 �� ��� �POUNDS�� �___________�� ��� �____________ CLIN 0002: FIRST ARTICLE TEST. 2 pounds (1 Lot) Strontium Nitrate Grade A, IAW MIL-S-20322B (Attachment 0002). �First Article Test Report shall be provided (See Exhibit B � CDRL A002). �� � QUANTITY�� ��� � �UNITS�� �UNIT PRICE�� ��� �TOTAL PRICE�� � � � � � � 1 �� ��� � � �LOT�� ��� �___________�� ��� �____________ First Article Test samples will be required IAW FAR Clause 52.209-3 Alt I � FIRST ARTICLE APPROVAL. See Attachment 0001- Commercial Clause Addendum CLIN 0003: CONTRACT DATA REQUIREMENTS LISTS (CDRLs). �Each lot shall be accompanied by a Certificate of Analysis (See Exhibit A � CDRL A001). �A First Article Test Report (FATR) shall accompany the First Article Test Samples (See Exhibit B � CDRL A002). NOT SEPARATELY PRICED. CLIN 1001: 100% OPTION 15,500 pounds Strontium Nitrate Grade A, IAW MIL-S-20322B (Attachment 0002). �Certificate of Analysis (COA) shall be provided with each lot (See Exhibit A � CDRL A001). QUANTITY�� ��� � �UNITS�� �UNIT PRICE�� ��� �TOTAL PRICE�� � � � �15,500 �� ��� �POUNDS�� �___________�� ��� �____________ *Note offerors, shall fill out their pricing above in the spaces provided when submitting their quote.� 3.�� �This requirement is issued as a 100% Small Business Set Aside with size standard for small business of 1000 employees. The applicable NAICS code is 325180. Inspection and Acceptance is Destination. �Delivery shall be sent FOB Destination to following addresses: Pine Bluff Arsenal Central Shipping and Receiving Point (CSRP) Bldg. 53-990, 504th Street Pine Bluff, AR 71602-9500 4.�� �Requested Delivery Schedule: First Article Test shall be delivered 30 days After Contract Award. �Production Quantity of 15,500 pounds shall be delivered 30 days After First Article Test Approval. See FAR 52.211-8 TIME OF DELIVERY. 5.�� �The Government will evaluate quotes based on the Total Evaluated Price quoted, and any other price related factors required by the RFQ. � �The Total Price for each CLIN is calculated by multiplying the quantity times the Unit Price. �Prices to be submitted at the CLIN Level. �The 100% Option Quantity will be evaluated at time of award. �The 100% Option Quantity is calculated by multiplying the quantity times the Unit Price. �The Total Evaluated Price is the sum of the Total Prices for each CLIN, including the 100% Option Quantity. 6.�� �This contract is a rated order under Defense Priorities and Allocations System (DPAS) (15 CFR 700) with an assigned rating of DO-A6. 7.�� �The payment will be made by DFAS, via Wide Area Workflow (WAWF). 8.�� �List of Attachments: Attachment 0001 - Commercial Clause Addendum Attachment 0002 - MIL-S-20322B dated 19 April 1973 List of Exhibits: Exhibit A � CDRL A001, Technical Report � Certificate of Analysis Exhibit B � CDRL A002, Test/Inspection Report � First Article Test Report� 9.�� �The RFQ document incorporates provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-88, dated 15 Jun 2016.The following FAR provisions and clauses apply to this procurement: FAR Clause 52.212-1 (SEP 2021), Instructions to Offerors Commercial Items applies to this acquisition, with below addendum Notice to Offerors to the provision. FAR Clause 52.212-2 (OCT 2014), Evaluation- Commercial Items applies to the acquisition. The evaluation factor will be Price. The offeror with the lowest total price will receive the award.
