- TITLE:� The Joint Product Manager Chemical Biological Radiological Nuclear and Explosives Analytics & Response Systems (JPdM CBRNE A&R Systems) CBRNE COTS Equipment Database This is a Sources Sought Notice: The Joint Product Manager Chemical Biological Radiological Nuclear and Explosives Analytics & Response Systems (JPdM CBRNE A&R Systems) under JPM CBRN Sensors is issuing this sources sought announcement as part of a market survey to identify currently available, commercial-off-the-shelf (COTS) equipment in the areas of: Personal Protection Equipment; Decontamination, Portable Sampling Equipment; Point and Stand-off Detection and Identification Equipment to include colorimetric technology for Explosives, Chemical and Biological Warfare Agents (CWA/BWA), Toxic Industrial Chemicals/ Toxic Industrial Materials (TICs/TIMs), and Radiological Materials. We are also looking to identify products in the areas of Situational Awareness Software, Robotics and Obscured Objects Detection. Only those companies which have the capability to provide this equipment need to respond to this announcement. The Chemical, Biological, Radiological, Nuclear, and Explosives (CBRNe) Rapid Acquisition Division (C-RAD) program at JPdM CBRNE A&R Systems manages the Army's Commercial off the Shelf (COTS) Modernization (MOD) Strategy for CBRNe defense, and reconnaissance units. The COTS MOD Strategy includes the update and replacement of currently fielded equipment and the monitoring of emerging standards and mission requirements to help rapidly field and upgrade equipment and technologies for its customers. The COTS MOD process supports customers such as NGB WMD Civil Support Team (CSTs), 48th CM BDE, and Special Purpose Units Chemical Biological Equipment (SPUCBE) of the 20th CBRNE Command, Chemical Biological Incident Response Force (CBIRF), CBRN Enhanced Response Force Packages (CERF-P), Homeland Response Force (HRF) and the United States Army Reserve Command (USARC). COTS MOD working groups assess COTS equipment and technology through data collected on the JPdM CBRNE A&RS COTS Equipment Database. This database is utilized by COTS MOD decision makers to collect CBRNe product information such as vendor test data, independent and government test reports, specification sheets, manuals, and other information pertinent to the development of the decisions made during the COTS MOD process. This request is for vendors of CBRNe protection and detection equipment and technologies seeking consideration by COTS MOD working groups add and update their product information to the JPdM CBRNE A&RS COTS Equipment Database. Interested vendors and manufacturers may submit a request for inclusion of their products to the database to --- 'usarmy.apg.jpeo-cbd.mbx.jpdm-cbrne-ars@mail.mil . This request should include: company name, address, telephone and facsimile numbers, point of contact, and informational brochures. Manufacturers of equipment with the capabilities previously mentioned will be provided a product-survey in either Word or PDF format to fill out. Manufacturers are encouraged to populate all fields applicable to their product, to include all logistical information, associated ancillary equipment, and 3rd party test data and certifications, if available. The data collected in the JPdM CBRNE A&R Systems COTS Equipment Database is reserved only for access by government organizations. Manufacturers who have already provided information to the database previously will be requested to review their information and ensure it is up to date. Questions and concerns relating to the use of and access to the database maybe submitted to --- 'usarmy.apg.jpeo-cbd.mbx.jpdm-cbrne-ars@mail.mil . Product surveys will be available upon request for vendor input starting 1 October 2021 and final inputs are requested NLT 20 December 2021. Participation in the JPdM CBRNE A&R Systems survey is voluntary; the government will not pay any costs associated with this sources sought announcement. Manufacturers providing detailed and current information on their products and developmental technologies may increase opportunities for those product(s)/manufacturers to be considered for future requirements associated with this program. �Responses to this notice shall be submitted to: Joint Product Manager CBRNE Analytics and Response Systems (JPdM CBRNE A&RS), 8228 Scully Rd, APG-EA, MD 21010-5424, usarmy.apg.jpeo-cbd.mbx.jpdm-cbrne-ars@mail.mil All firms responding to this RFI are advised that their response is not a request to be considered for a contract award. All firms that are able to provide technologies meeting the criteria in this RFI should submit their information to the Joint Product Manager CBRNE Analytics and Response Systems. Submissions are due no later than 15 December 2021, 5:00PM Eastern Standard Time. (Mailed Reponses must be received by this date). All information received in response to this notice that is marked proprietary will be handled accordingly. The Government does not anticipate responding to all submissions. However, the Government may determine, in its discretion, follow up information is necessary and may contact individual respondents for that purpose. Responses to this RFI, including any brochures, test reports, CDs, etc., will not be returned. Respondents must properly identify and mark any technical data provided in response to this RFI that is subject to restrictive markings. All documents shall be submitted in Portable Document Format (.pdf) or Microsoft Word format through the DoD Safe web site (https://safe.apps.mil/) . Additionally, submissions may also be provided by hard copy and E-mail (if the file size is under 10 MB). Responses at a minimum, should include: 1. The number of this notice. 2. The responding company�s name, address, telephone number, website address (if available). 3. Type of business (large or small), and if self-identified as a small business, the basis for that determination. 4. The name, telephone number, and e-mail address of a point of contact having the authority and knowledge to respond to questions from the Government regarding this notice. 5. The completed survey. 6. Any other supporting materials (test reports, manuals, brochures, information papers, etc.). 7. If available, provide your company's System for Award Management (SAM) Cage Code and DUNS number to verify your business status.
