- This is a Special Notice to all Office of the Comptroller of the Currency (OCC) contractors (and their subcontractors at any tier), regarding �unbadged� contractors (only) visiting any OCC buildings or facilities. The Office of the Comptroller of the Currency (OCC) has updated its current operating procedures to align with the latest guidance from the Centers for Disease Control and Prevention (CDC), subsequent information issued under Executive Order 13991, and updated COVID-19 Workplace Safety; Agency Model Safety Principles (Principles) issued by the President�s Safer Federal Workforce Task Force (Task Force), on September 24, 2021. The OCC�s primary concern is the health, safety and well-being of all federal employees, contractors, and other persons working in or visiting OCC�s buildings or facilities. Government-wide guidance continues to evolve during this global pandemic, and the OCC continues to monitor current public health conditions. This Notice applies specifically to �unbadged� contractors visiting OCC buildings or facilities, including mask wearing and vaccination status. Compliance with this new guidance is required by all unbadged contractors visiting OCC buildings and facilities. At this time, consistent with recent Task Force guidance, the OCC is implementing an agency-wide vaccination attestation program for all unbadged contractors visiting OCC buildings or facilities. Effective October 1, 2021, all contractor visitors (unbadged) only are requested to complete an attestation form. The link to this form is below and a copy is attached: https://www.occ.gov/topics/supervision-and-examination/bank-operations/covid-19-information/occ-certification-of-vaccination.pdf Unbadged contractors visiting the OCC who attest to being not fully vaccinated (or who decline to provide vaccination status) will be required to show proof of a negative COVID-19 test that was conducted no more than 3 days prior to visiting the OCC building or facility, to the OCC employee hosting the visitor. These individuals must show a copy of their negative test results to the OCC employee prior to entry at the OCC building or facility and retain these results on their person for the duration of their visit, along with their attestation form. It is preferrable that contractor employees use the OCC link for the attestation form and show the documentation using their mobile devise, rather than printing a paper copy. In addition, all individuals accessing OCC buildings or facilities will be required to wear masks; social distancing; abide by established travel restrictions (limited to mission-critical trips); and other health and safety protocols of the specific OCC facility. The OCC will not request or retain copies of the attestation form or any COVID-19 test result documents. The OCC will provide information specific to badged OCC contractors on or after October 8, 2021. OCC Signage: Unbadged contractor employee (or subcontractors at any tier) visiting OCC buildings or facilities are required to follow any signage posted regarding health and safety protocols. Following these procedures helps to ensure OCC mission readiness, protects all of the on-site workforce, and bolsters public health and safety. As Government-wide guidance from the Safer Federal Workforce Task Force is revised to adapt to the changing conditions, the OCC will continue to provide updates for implementation.
