- Description
- The 147th Combat Communications Squadron (CBCS) and the 261st Cyber Operations Squadron (COS) intend to issue a sole-source award for the installation and maintenance of new telephone circuits to their respective units. These new circuits will transition the previous service to an IP-based circuit, thereby cutting service costs. The new service will be a 10M/10M port/access circuit allowing 24 concurrent calls, will include 100 direct inward dials (DID), and will port over current phone numbers to new service. The 147th and 261st currently utilize legacy Nortel PBX systems. These outdated systems will require equipment to perform the primary rate interface (PRI) / time division multiplex (TDM) hand-off from the new IP based circuit. Research has shown that AT&T has been identified as the sole provider of commercial telephone service.� .� Service areas are called �study areas� as defined at https://www.ecfr.gov/current/title-47/chapter-I/subchapter-B/part-54 ecfr.gov title 47, chapter I, subchapter b, part 54.207(a).� The term service area means a geographic area established by a state commission for the purpose of determining universal service obligations and support mechanisms. A service area defines the overall area for which the carrier shall receive support from federal universal service support mechanisms. Service/study areas identifying AT&T as the provider in the required locations can be found at this link: https://www.fcc.gov/reports-research/maps/study-area-boundaries/ AT&T is qualified to furnish and install equipment suitable for the Government�s use, porting the existing telephone numbers, and providing local telephone services to the 147th and 261st. IAW the Defense FAR Supplement (DFARS) Part 206, Competition Requirements, PGI 206.302-1, when utilizing the authority at FAR 6.302-1, the Contracting Officer shall post a request for information or a sources sought notice and shall include the results of this inquiry in the justification required by FAR 6.303. A determination by the Government to not compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement.
