Description
Sources Sought: PANTAD-21-P-0000 000635 The U.S. Army Corps of Engineers (USACE) is issuing this sources sought announcement as a means of conducting market research to identify interested parties having the capability and the resources to support this requirement.� This requirement consists of all labor, materials, and supplies to acquire, deliver, and install security systems along the perimeter of the International Zone (IZ), also known as the Green Zone in Baghdad, Iraq.� The security systems include hydraulic road-blockers with a control system, steel gates and road spikes at existing entry control points.� Incidental to the equipment to be installed are generator sets to be acquired, deliver, and install at each security system location.� This project will be awarded under the Foreign Military Financing (FMF) program and can only be awarded to United States Firms.� It is anticipated a single Firm Fixed Price Contract will be issued with a period of performance of 270 days.� The Government intends to post a Request for Proposal (RFP) on the�System for Award Management�(SAM) (https://www.sam.gov) using Full and Open competition among U.S. firms.� One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. It is expected that most of the procured materials for this requirement are anticipated to be provided or manufactured from the U.S. However, as this action is funded by Foreign Military Financing, no parts or material shall be procured from prohibited sources, including but not limited to China, North Korea, and Republic of Cuba, as identified by Foreign Assistance Act (Sections a, e, f, and q). This requirement shall comply with the U.S. regulations as stated in the Defense Federal Acquisition Regulation Supplement (DFARS) clauses 252.225-7000, 252.225-7001, and 252.225-7002. The results of this market research will assist the Government in determining a feasible method of procurement for this requirement.� The applicable North American Industry Classification System (NAICS) code assigned to this procurement is NAICS Code 332323 - Ornamental and Architectural Metal Work Manufacturing. Since all the work will be performed outside of the continental United States, no set-asides or socioeconomic preference of any sort will be utilized. NOTE: There is no solicitation currently. This request for information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform the contract services described in the Attached Draft Performance Work Statement (PWS), please provide the following information: 1. Organization name, address, email address, website address, telephone number, and size and type of ownership for the organization. 2. If significant subcontracting or teaming is anticipated to deliver technical capability, organizations should address the administrative and management structure of such arrangements. 3. Ability to provide services consistent in scope and scale with those described in the Draft Performance Work Statement (PWS). 4. Ability to provide corporate financial, human capital, and technical resources required to successfully perform the PWS requirements. 5. Ability to provide Project Management that includes: compliance with program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation. 6.� As this project is in CENTCOM, active enrollment in the Joint Contingency Contracting System (JCCS) is required.� As such please provide: a. Is your company currently active in JCCS? b. What is your JCCS ID number? c. If you are active, what is your expiration date? d. Are any subcontractors you might use active in JCCS? e. What are their JCCS ID number? f. If they are active, what is their expiration date? This requirement will be procured through the System for Award Management (SAM) using full and open competition. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Submission Instructions: Interested parties who consider themselves qualified to perform the PWS services are invited to submit a Statement of Capability (SOC) in response to this Sources Sought Notice by 5:00 PM EST on 15 October 2021. All responses under this Sources Sought Notice must be emailed to joe.l.libbey@usace.army.mil and william.j.mahon@usace.army.mil. The SOC is limited to 10 pages including the cover page and table of contents page. The SOC must contain a cover letter including the company name, address, point of contact, telephone and e-mail address, and business classification. In addition, provide proof of System for Award Management (SAM) registration. The email's subject line must read Iraq Green Zone ECP Sources Sought. Please provide any experience you have in installing physical security equipment such as pop-up bollards, wedge blockers, or security fence. 2. Please provide information about experiences you have in installing other similar equipment as listed above. Please provide examples of these experiences. 3. Please provide any experience you have working in a contingent environment. 4. Do you have current badging into the Green Zone or any other military or governmental installations in Iraq? 5. If not current, did your work force had access to government/military installations in the past five years? 6. If partnering with a US firm, do you have a partnering agreement?� (This goes vice versa; if it's a US firm, does it have an agreement with a local firm, assuming they will use local labor). 7. Have you previously experienced shipping and transportation issues into and throughout the country of Iraq? 8. How were you able to overcome those shipping and transportation issues? NOTE: There is no solicitation currently.
