Description
SECTION 1: SYNOPSIS The Naval Sea Systems Command (NAVSEA) is issuing solicitation N00024-21-R-2309 as a full and open competition for the procurement of Infra-Red (IR) seduction 130mm Decoy Rounds, Radio Frequency (RF) seduction/distraction 130mm Decoy Rounds, and 130mm Drill Rounds, divided into IR type and RF type. Both types of Decoy Rounds will be launched from ship-mounted 130mm Automated Launcher of Expendables (ALEX) launchers, which are used to protect surface combatants. ALEX launchers are deployed aboard four (4) Multi Mission Surface Combatants (MMSC) as part of the permanent configuration of each ship. These ships are being procured by NAVSEA for the Royal Saudi Naval Forces (RSNF), Kingdom of Saudi Arabia (KSA) via Foreign Military Sales (FMS). MMSC ships are a variant of the Freedom-Class Littoral Combat Ship. The contractor will provide program management to adequately manage, manufacture, test, deliver, integrate, and support inclusion in the Decoy Countermeasure system, and respond to technical questions and issues in accordance with the Statement of Work, Offerors will only be allowed to submit one proposal as a prime contractor, and each prime contractor will only be eligible for a single award. SECTION 2: INSTRUCTIONS FOR OBTAINING RESTRICTED SOLICITATION ATTACHMENTS Any contractor interested in receiving the restricted attachments shall submit their respective DD Form 2345 via email to the Points of Contact provided in Section 3 of this notification. Once received, the Government will independently verify each DD Form 2345. SECTION 3: SUBMISSION OF QUESTIONS Responsible sources may submit inquiries/questions for consideration.
