2 Performance Work Statement (PWS) -CRRC Contracted Parking Contract Type & Description (a) The Contractor shall provide thirty-three (33) total parking passes for government cars and employees. Also monthly validation parking for patients and visitors to the U.S. Department of Veterans Affairs (VA) for parking at the location listed below. All parking passes shall be provided on a firm fixed-price basis in accordance with the terms and conditions and PWS contained herein. Parking Facility Location The Facility must be located within a 1 ½ block radius of 1201 Harmon Place, Minneapolis, MN 55103. Parking Pass Pricing Pricing for validation is firm fixed. Contractor will need to provide validation parking log for cost of actual validation parking. If each VA Pass holder will require an access card to enter the parking facility and the Contractor requires a one-time monetary deposit that will be retained by the Contractor for the life of this contract, the cost of the deposit for each access card must be included in the pass pricing. Any additional deposits required during the life of the contract will be reviewed by the contracting officer (CO) and determined if within scope of the contract for modification before any changes take place. Cumulative access card deposits will be tracked in Section labeled Access Card. Access Card The following table summarizes the quantity of access cards (one per Pass) at contract inception and any changes that may occur during contract performance. If there is a reduction or increase in the number of parking Passes, or at contract expiration, the VA will return the access cards to the Contractor. If there is a lost card, a replacement will be provided. Contract Type & Description at the location(s) specified in the Contractor s proposal. Pass holders shall be able to access the parking per the access requirements below: Required Access Requirements 24/7 Automated access control system that will activate a gate/entrance door, or a specified security system agreed upon by the Government and the Contractor. Note: Government shall have access to the parking garage twenty-four hours per day, seven days a week (including holidays) at no additional cost. The parking facility shall be accessible at all times by Pass holders to self-park, lock and retrieve vehicles, except in specified instances, agreed upon by the Government and the Contractor. The Contractor shall not require Pass holders to leave their keys with a parking attendant. Parking spaces must be located in an indoor parking ramp/contracted parking area and in close proximity to one another. If the parking facility has more than one level, Pass holders must be able to get to and from their vehicle via an elevator that stops on the entry level. All spaces must be located in a single facility. The Contractor shall provide either electronic access card technology (transponder) and a hang-tag pass system in the quantity, at the location, and for the firm fixed prices specified in Section 1 of this document. If a hang-tag pass system is used, the Contractor shall furnish bi-annual parking passes (one Pass valid for six (6) months) or annual parking passes (one Pass valid for one year). The Government may request escort service from and to the parking ramps. Contractor may provide escort services if the service is available at no additional cost. Special Requirements Cancellation VA reserves the right to cancel any or all parking passes at no additional cost to the Government. If the cancellation date is not the last day of the month, the monthly price shall be prorated based on a 30-day month. All cancellations will be affected via contract modification issued by the Contracting Officer. Contractor invoices shall reflect the adjustment to the monthly price including any prorated amount for a partial month. Adding Parking Passes Subject to the availability of additional parking spaces, the VA may request additional parking passes at the firm fixed price quoted. Contract Type & Description, VA may increase the number of parking passes provided under this contract at no change to the applicable contract unit price specified in price table. If the effective date for the added spaces is not the first day of the month, the monthly price shall be prorated based on a 30-day month. All additional parking passes will be added via contract modification issued by the Contracting Officer. Contractor invoices shall reflect the adjustment to the monthly price including any prorated adjustments for a partial month. Contract Term (a) The term of the proposed contract shall be as represented in the following Table. Contract Term Period of Performance Base Period October 1, 2021 through September 30, 2022 Option Period 1 October 1, 2022 through September 30, 2023 Option Period 2 October 1, 2023 through September 30, 2024 Option Period 3 October 1, 2024 through September 30, 2025 Option Period 4 October 1, 2025 through September 30, 2026 Parking Passes will be provided on a bi-annual basis per the Contract Term referenced above at the set price rate in the price schedule. The C&A requirements do not apply, and a Security Accreditation Package is not required.
