- PROCUREMENT DESCRIPTION: The U.S. General Services Administration (GSA), Region 5, announces an opportunity for excellence in design for public architecture and various design services for projects in Federally owned or leased Office Buildings, Courthouses, and Land Ports of Entry (LPOE's). These projects are to demonstrate the value of true integrated design that balances aesthetics, cost, constructability, and reliability; and create environmentally responsible and superior workplaces for civilian and federal employees. This procurement will result in a Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) Contract(s) to provide Architect, Engineering, and Interior Design services that include, but are not limited to: site investigation, pre-design studies, requirement assessments, Program of Requirements, strategic customer engagements, multi-discipline design, estimating, design review, procurement support and post construction award and move services for projects managed by GSA nation-wide, which includes the contiguous United States. Scopes of the task orders issued under this IDIQ may include but are not limited to: provide and complete design requirements for Preliminary Concepts, Final Concepts, Design Intent Drawings, Construction Documents, Bid Phase Services, and Construction Administration. These services apply to the following disciplines: Planning, Architecture, Historic Preservation, Interior Design, Lighting, Acoustics, Landscape Architecture, Mechanical, Electrical, Plumbing, Structural, LEED, Information Technology, Sustainability, Fire Protection & Life Safety. Additional scope services required are Change Management Services, Migration Plan services, a variety of building reports and studies. Contractors awarded a contract through this IDIQ will be required to design, propose and help implement workplace strategies to provide effective, mobile, sustainable workplace solutions for federal agencies. The A/E/I is responsible for ensuring compliance to all applicable codes and industry design standards. The NAICS code is 541310 - Architectural Services, with a small business size standard of $8.0 million.�� This is a partial small business set-aside. Pool A, for national A/E/I services, is not set aside. Pool B, for interior architecture services in Regions 1 and 10, is partially set-aside for small businesses.� Prime A/E Firms who are interested in performing work in both Pool A and Pool B must submit a separate Qualification Package for Pool.��� At the time of submission of qualification packages, interested Prime A/E Firms must have an active registration in the System for Award Management (SAM), SAM.gov. Active registration must also be complete as applicable if the A/E Firm is a Partnership, Corporation, Association, Joint Venture, or other legal entity. The awarded contract will be for a period of five years. The minimum guarantee for this contract is $5,000 for the initial year only. The total aggregate Maximum Order Limitation (MOL) per awarded contract, under Pool A shall not exceed $125 Million for the five year performance period.� The total aggregate Maximum Order Limitation (MOL) per awarded contract, under the set-aside Pool B shall not exceed $25 Million for the five year performance period.� A/E firms will be required to comply with Brooks Act Procedures and applicable 6% Statutory Limitation. Technical qualification submissions are to be evaluated in accordance with Federal Acquisition Regulation (FAR) Part 36.6, General Services Administration Acquisition Manual (GSAM) Part 536.6 and the Brooks Act Public Law 92-582. Under this process the Government will award to the most highly qualified A/E firms with whom it can negotiate a fair and reasonable price. This is a request for technical qualifications; this is not a request for proposal. To encourage participation in this request for qualifications, one pre-submission teleconference has been scheduled for September 9, 2021. The call will commence at 11:00 AM (CT). The meeting will be available via teleconference only. Attendance is completely voluntary and will not positively or negatively impact a team�s evaluation. The purpose of the meeting is to answer any industry questions regarding this procurement. Those wishing to attend should RSVP to Krystal Blue, Contracting Officer, at krystal.blue@gsa.gov. REQUIREMENTS UNDER THE CONTRACT: A/E firms, and consultants as applicable, are required to be licensed/ registered within the applicable state(s) for the location of the task orders and must conform to all laws, rules, and requirements of that state governing the profession of architecture or engineering. Each contract awardee must have the capability to concurrently perform design and engineering work for multiple GSA projects. In performance of the contract, selected A/E firms may be required to include a broad range of architectural and engineering disciplines/services in order to accomplish the task orders under this contract. These may include, but are not limited to: Architecture Interior Architecture and Design Workplace Research, Engagement & Strategy Wellness and Healthy Buildings Change Management Technology Integration with Future Ways of Working Energy Utilization & Sustainability Historic Preservation Building Retrofit and Adaptive Reuse Mechanical Engineering Electrical Engineering Lighting Design Acoustic Design and Engineering Structural & Civil Engineering� Fire Protection and Life Safety� Security� Seismic & Blast Urban, Site and Landscape Design Feasibility, Preplanning, and Concept Studies Integrated Real Estate Portfolio and Master Planning Field Investigation, Existing Site & Building Surveys� Schematic Design, Design Development and Construction Documents Cost Estimating and Value Engineering Constructability Review and Evaluation Construction Management and Inspection Services Building and System Commissioning Vertical Transportation � SELECTION PROCESS: The selection of up to twelve (12) single award contracts for the National A/E/I IDIQ (Pool A) and up to four (4) single award contracts for the small business set-aside for Interior Architecture (Pool B) will be made using a two stage process as follows: Stage I - The technical qualifications and experience of proposed prime A/E firms will be evaluated from the initial technical proposals, including review of their complete team of engineers and consultants. A short-list will be established of the A/E firms determined to be the most highly technically qualified. The short-listed prime A/E firms will be invited to continue with Stage II of the selection process. Stage II - Interviews will be conducted with the short-listed prime A/E Firms. The short-listed prime A/E Firms will be ranked and the top-ranked firms will be selected to receive the solicitation and conduct negotiations.� STAGE I - SUBMISSION REQUIREMENTS:� In the first step, teams will submit qualifications based on the criteria identified below. A source selection board will review each team�s qualifications and establish a shortlist of firms. The Government reserves the right to hold interviews with each of the short-listed firms to clarify and confirm submitted information. These interviews will be held virtually.� STAGE I - EVALUATION CRITERIA: The Evaluation Criteria and associated relative �weight� for each criteria element is as follows: Specialized Experience and Technical Competence (40%) Professional Qualifications (25%) Past Performance (20%) Management and Quality Control Plan (10%) Location (5%) The Evaluation Criteria and submission requirements for each are further described below: A. Specialized Experience and Technical Competence (40%): Offeror must demonstrate success in appropriately addressing complex design, research, innovation and strategy issues such as unique requirements, significance of community or cultural context on building or interior design, image, function, scale, scope,� complexity, and experience or perception of users. Offeror� must demonstrate innovation in design, research, construction and project management approaches on a range of projects including but not limited to innovative building design solutions, strategic (Workplace Engagement) endeavors, and efforts to achieve sustainable solutions using integrated multidisciplinary teams. Offeror must be able to provide services ranging from pre-design studies through construction administration.� Offeror should highlight areas of concentration or particular competence and range of expertise in diverse areas such as Workplace Strategy, Change Management or Historic Preservation. Consideration will be given to offerors with outstanding specialized concentrated experience, and also to offerors with depth or capacity to deliver specialized requirements.� Offeror must also be adept at solving technical issues such as ABAAS improvements, security design and energy projects. Submittal Requirements for Factor A: Submit this information only on the SF330 under� Section F - Example Projects� Provide no more than five (5) example projects. Three (3) out of the five (5) project examples must be directly attributable to the Key Designer. �For each example project / contract listed in the completed SF330, the offeror may submit not more than two (2) 8 �� x 11� pages containing narrative and/or graphic material to more fully describe the offeror�s work. � Standards for this Evaluation: This standard is met when: Offeror demonstrates success in appropriately addressing complex design, engineering� and/or strategy challenges such as:� unique requirements, (examples but not limited to: historic buildings, laboratories, security requirements, LPOEs & Courthouse) designing buildings and interiors within community or cultural context,� image,� function, scale, and experience or perception of users. (The more relevant an offeror�s prior experience� and technical competence as described above, the higher the offeror shall be rated.) Offeror demonstrates innovation in research, strategy, design and construction approaches on a range of projects including, but not limited to, innovative design solutions, strategic (Workplace Engagement) endeavors, efforts to achieve sustainable solutions using integrated multidisciplinary teams, and current industry thinking and advances in design techniques. (The more prior experience the offeror exhibits in delivering innovative solutions similar to those described, the higher the offeror shall be rated.) Offeror demonstrates the ability to provide design services ranging from pre-design studies or special analyses through construction administration. (Offerors who have experience providing quality design services from the beginning to the end of a project, as well as services accessory to design and construction, will be rated higher.) Offeror demonstrates the capacity to perform multiple large complex projects at one time successfully. (Offerors who have experience successfully managing a range of project sizes and complexity with unique challenges will be rated higher.) Offeror highlights concentrated areas of expertise such as: Master Planning (AEI, not ID), Site Design (AEI, not ID), Workplace Strategy,� Change Management,� Innovative Design, Historic Preservation,� Sustainability, Other specialized expertise.� (Consideration will be given to Offerors with outstanding specialized concentrated experience.) B. Professional Qualifications (25%): This factor evaluates the quality of the Lead Designer�s philosophy and the quality of the Offeror�s proposed key personnel, taking into consideration the relevant experience, professional qualifications, training, education, past performance, and expected availability of each individual. The more relevant the demonstrated experience, professional qualifications, training and education, the more qualified the individual shall be considered for the position proposed. The more qualified the Offeror�s proposed individuals, the higher the Offeror shall be rated. Standard for this Evaluation: This standard is met when: The Offeror demonstrates a philosophy and past work that exhibits� a balance of design quality with other factors that affect public architecture including security, review processes, and budget and schedule. Evaluation will take into consideration whether the lead designer�s intent for this contract indicates a flexible and imaginative attitude toward design within the constraints of various types of design projects. Offerors who provide evidence of flexibility, innovation, balance, and awareness of design excellence in public architecture will be more highly rated. The multidisciplinary team�s key personnel shall include up to six highly qualified individuals of the Offeror�s choice. Selected individuals shall be qualified to perform one or more of the following roles: lead designer(s) (architect), lead interior designer(s), lead workplace strategist(s), project manager,� engineer(s), change management specialist, preservation specialist, technologist,� acoustic specialist, or� lighting specialist/engineer(s).� The more relevant the experience, professional qualifications, training, education, past performance, team experience and expected availability of each individual, the more qualified the individual shall be for the position proposed. The more qualified the Offeror�s proposed key personnel, the higher the firm/team shall be rated. Submittal Requirements for Factor B: For their submission, the Offeror shall provide a narrative description, not to exceed two 8 �� x 11� pages, summarizing the Principal or Lead Designer�s philosophy and approach to project solutions and providing examples. Information provided may include appropriate graphic material. Submit this information only on the SF330 under� Section H4 - Lead Designer and Teams Design Philosophy and Design Intent� � The Offeror shall also provide resumes for all key personnel identified.� Resumes shall indicate all relevant experience, professional qualifications, training, education, past performance, team experience and expected availability of each individual listed as a key personnel.� Resumes shall not exceed one (1) 8 �� x 11� page for each individual.� The proposed team information should only be submitted on the SF330 under� Section C - Proposed Team� The Lead Designer must be a licensed architect or engineer. The proposed team�s resumes should only be submitted on the SF330 under Section E - Resumes C. Past Performance (20%) Offerors must be able to demonstrate successful past performance on a range of projects - variety of scope, scale and complexity.� Past performance can be submitted for the prime or subcontractors.� The Offeror�s role on the projects submitted must be identified. Successful performance can be established and substantiated from the point of view of the client, professional peers, and/or project teammates. Demonstrated success at collaborative relationships with consultants will be positively considered. The Government has the right to use institutional knowledge when evaluating this factor. � �Past performance will be judged and considered relevant based on the satisfactory completion of current and past contracts of a similar nature to contracts contemplated under this action. Satisfactory past performance shall be verified by reference checks initiated through the Experience Evaluation Factor, and may also be established through information available in the Contractor Performance Assessment Reporting System (CPARS), through PBS Past Performance Questionnaires (PPQ) provided by applicable clients upon request by Offeror, through self-provided performance recognition documentation, or through institutional knowledge.� Submittal Requirements for Factor C: Offerors are required to submit a minimum of 3 references, but not more than 5 �Submit using the PBS Past Performance Questionnaire - see Appendix A In addition to the required references above , the Offeror may provide not more than three 8 �� x 11� pages containing performance recognition documentation related to past performance. Self-provided performance recognition material shall not be rated as highly as information provided by references. Submit this self provided performance recognition information only on the SF330 under� Section H3 - Past Performance Documentation� Past performance is relevant information regarding an offeror�s actions under previously awarded contracts.� It includes the Offeror�s:�� Overall quality of performance from Pre-design through Post Occupancy;� Record of conforming to contract requirements and to standards of good workmanship; Adherence to scope, schedule and budget, including the administrative aspects of performance; Responsiveness of management;� History of reasonable and cooperative behavior and commitment to customer satisfaction, including the offeror�s business-like concern for the interest of the customer;� Overall performance on their contracts.� This factor considers the quality of the Offeror�s past performance in providing Architecture, Engineering and Interior services using the references submitted.�� While offerors are required to submit a minimum of 3 references, but not more than 5, the government is not required to conduct or complete reference checks on more than 3 contracts.� If more than 3 references are provided, the government reserves the right to choose which references to include in its evaluation. In addition to those references provided directly by the Offeror, the government may identify and analyze the past performance of the Offeror on any other relevant contract of which the Contracting Officer obtains knowledge, including but not limited to projects listed in the Contractor Performance Assessment Reporting System (CPARS). Because of the wide variety of past performance history of individual Offerors, the Government is not required to ensure that an equal number of references be obtained for each Offeror. In the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available, the Offeror may not be evaluated favorably or unfavorably on past performance. Therefore, failure of the Offeror to provide a minimum of three relevant references that meet the criteria listed above, and/or the inability of the Government to complete a minimum of three reference checks, after making a reasonable effort to do so, will result in the Offeror being rated as �neutral� on the past performance factor. Standard for evaluation: The standard is met when: The overall past performance on contracts for similar services is judged satisfactory by references who are contacted, and the references indicate that they would hire the offeror again for the same or similar services. Documentation provided or available for review establishes satisfactory past performance on similar, relevant contracts.� D. Management and Quality Control Plan (10%) This factor evaluates the Offeror�s approach to Project Management and Quality Control, and provides evidence of implementation of project specific Management and Quality Control Plans for relevant past projects.� This factor also evaluates the Offeror's Project Management Plan and Quality Control Plan, submitted on the SF330, which provides plans tailored directly to this procurement.� � The plans or template submitted shall clearly identify key roles and lines of communication, and shall explain steps to ensure cost control, quality control, project team �capacity, and requirements for all review stages and submittals. Submittal Requirements for Factor D: For relevant past projects, offerors shall provide examples of specific Project Management Plans and Quality Control Plans for not more than three (3) past projects the firm/team has employed on past projects . Each plan submitted should not exceed not more than three 8 �� x 11� pages.� The maximum number of pages for this requirement is 18 pages. Each Plan submitted may also include a one-page summary outlining areas where the Plan effectively fostered goals for good project management and quality control, including cost and schedule management, responsiveness, resource management, reporting methods, implementation of GSA�s policies, and specificity for project. One of the three (3) submitted plans may be a template the offeror proposes to use for future Project Management and Quality Control Plans. � For relevant past projects: Submit this information under the Factor D of the RFQ � For plans tailored directly to this procurement:�� Submit this information on the SF330 under� Section H1 - Management Plan and Section H2 - Quality Control Plan� � Standard for evaluation: The standard is met when: Offeror demonstrates methods to deliver quality design or deliverable while maintaining cost and schedule controls. Offeror demonstrates capability to respond to the Government�s needs in a timely manner for projects located across the US. Offeror demonstrates capability to perform and balance multiple task orders concurrently and to balance competing needs of multiple customers. Submitted material outlines methods and processes the firm/team shall use to track and report project status to multiple CORs. Offeror demonstrates ability, methods, and processes to adequately staff project teams. Offeror demonstrates knowledge and ability to implement GSA�s policies (including PBS P100), multiple award schedules, and guidelines. Offeror demonstrates ability to meet specific project goals and objectives relating to sustainability, flexibility, space reduction, and /or similar goals and objectives. � E. Location (5%) Offerors submitting for the National� AEI� (Pool A) must be able to show the location of at least one of their offices is located on the mainland of the United States.�� The Offerors submitting for the Interior Design (Pool B, small business aside)� must be able to show the location of at least one of their offices is within 250 driving miles from the GSA regional headquarters offices in the Boston or Seattle areas.�� Submittal Requirements for Factor E: For their submission, offerors shall provide documentation of their office location(s). Standards of this evaluation: This standard is met when: Offerors submitting for the National� AEI� (Pool A) must be able to show the location of at least one of their offices is located on the mainland of the United States.� Offerors must submit location(s) information. The Offerors submitting for the Interior Design (Pool B, small business aside)� must be able to show the location of at least one of their offices is within 250 driving miles from the GSA regional headquarters offices in the Boston or Seattle areas.� Offerors must submit location information.� STANDARD FORM (SF) 330 INSTRUCTIONS: Prime A/E Firms are to complete and submit a current SF330, Architect-Engineer Qualifications for each Pool they wish to be considered for.� Include a completed, current SF330 Part II only for each proposed subconsultant/subcontractor listed in Section C.� All sections of the SF330 must be filled out in their entirety and must address all elements identified under the �Stage I Evaluation Criteria.� The SF330 is available as an attachment to this notice and via the GSA Forms Library at the address identified below. https://www.gsa.gov/forms-library/architect-engineer-qualifications Section C:� Prioritize team members and only provide those that are the most important to creating the most well rounded team or show your concentrated areas of expertise. It is recommended that firms responsible for the majority of the work submitted in Section F be included.� See Factor B Section E:� The A/E Firm should prioritize and provide those that best represent the firm�s ability to accomplish the requirements of this contract. CEOs and other executive personnel should not be submitted unless they will have direct responsibility for accomplishing the task orders under this contract. It is required that you include the Lead Architectural/Engineering Designer and the Primary Point of Contact that would be responsible for managing this contract and assigning task orders. It is recommended that the Key Personnel directly responsible for work submitted in section F also be included.� See Factor B Section F:� Form can be modified. Each example project should be no more than three (3)� two (2) pages. Photographs, sketches and drawings are strongly encouraged. Only provide five (5)� maximum example projects. Projects should demonstrate ability to successfully accomplish a wide range of project types, sizes, budgets and complexity. Majority of projects should be constructed; all should be designed within the last five (5) years. Three (3) out of the five (5) project examples must be directly attributable to the Key Designer.� See Factor A Section G:� Only indicate Key Personnel participated in example projects when they will be performing the exact same role on this contract. Section H:� 1.� Management Plan (not to exceed 3 pages) to include the firm�s overall Management Philosophy and Intent including project assignment, communication, roles and responsibilities, etc.�� 2.� Quality Control Plan (not to exceed 5 single-sided pages) - providing services within the negotiated fee in compliance with the Brooks Act (see attachment PBS Procurement Instructional Bulletin PIB 13-04), meeting design schedule, designing a project within budget, plan for managing and scheduling the Government�s unpredictable issuance of task orders in terms of number, size and urgency, plan for efficiently covering GSA nationwide.� Plans should be tailored directly to this procurement.� 3.� Past Performance Documentation (self provided performance recognition information only on the SF330.� Factor C should be addressed by the completed PPQs)�� Provide copies of any performance evaluations or owner review of firms performance, provide an accessible owner point of contact including name, title, address and current phone number, provide copies (or listing) of awards, provide copies of letters of appreciation/commendations 4.� Lead Designer and Teams Design Philosophy and Design Intent (not to exceed 2 single-sided pages)� See Factor B All responsive offers will be considered. The government intends to award multiple contracts from this notice but reserves the right to vary that number based on number and quality of submissions.� STAGE II - PROCESS SUMMARY: The names and contact information for the short-listed A/E Firms who will be invited to participate in Stage II of the selection process will be published on SAM.gov.� This publication will be the only notice for A/E Firms who submit Stage I qualification packages and are not short-listed will receive.� Short-listed A/E Firms will be provided more detailed information on the Stage II process. A/E firms slated for interviews will be asked to present information on the evaluation factors. The primary presenter must be the proposed Project Manager/ Lead Project Architect, with assistance from additional team members as necessary. Interviews will be conducted via teleconference. Following the technical review and interview process the final selected A/E firm(s) will be requested to provide pricing to include overhead rates, profit rates and hourly rates for the anticipated disciplines for use in negotiating fixed price task orders as outlined below: Labor rates for all pertinent categories/job titles (base rates only, not loaded) for the firm and all subcontractors (to be submitted on a GSA Form 2630). Current report from payroll accounting system to include: explanation of pay period and a list to include employee name, corresponding labor category and salary or hourly rate for those employees that will be working on the contract (base rates only, not loaded). Overhead rates (to be submitted on a GSA Form 2630). Financial reports that outline the direct and indirect expenses of the firm.� The report should allow GSA to determine what expenses are classified as direct or indirect and used in the computation of the overhead rate. The report shall cover the firm�s last completed fiscal year and shall illustrate how the overhead rate is computed.� Please note, these documents are not required at this time; they will be requested at a later date, if applicable. � NOTICE TO PRIME A/E FIRMS: Failure to address each of the evaluation factors and provide the requested information, in writing, may result in failure to qualify. It is the A/E firm�s responsibility to monitor SAM.gov for any changes and/or conditions to this announcement. A/E Firms which possess the qualifications to perform the services described in this notice are invited to submit their statement of qualifications, including the Standard Form 330 Architect-Engineering Qualifications, no later than the closing date of October 12, 2021, 5:00 PM (CT).� Please ensure electronic submissions include a bookmarked table of contents for each evaluation criteria.� All submissions shall be emailed in their entirety by the closing date and time specified, to Krystal Blue at krystal.blue@gsa.gov and Helen DiMonte at helen.dimonte@gsa.gov. �Email submissions are required; no originals will be accepted by mail.� Separate submissions are required for each Pool the A/E Firms are interested in being considered for.� Email submissions are to clearly identify the FBO Synopsis/Solicitation Number and the applicable Pool for which the A/E firm is to be considered. �To ensure GSA is in receipt of your submission, please request a confirmation of receipt. �Late responses are subject to FAR 52.214-7.
