- The Government's form has been revised to allow for selection of multiple socioeconomic categories. Those who have already completed the form are invited to revise their submissions, if appropriate. This SOURCES SOUGHT is for market research purposes only and does not constitute a Request for Proposal or Quotation. It is not a commitment by the Government to award a contract nor will the Government pay for any information provided; no basis for claim against the Government shall arise as a result of a response to this notice or Government use of any information provided.� The purpose of this notice is to inform the Government�s acquisition strategy in terms of determining what, if any, socioeconomic category set-aside is appropriate in terms of satisfying the Agency�s requirement. This notice in no way obligates the Government to any further action. REQUIREMENT: �The National Oceanic and Atmospheric Administration (NOAA) has identified a need for an Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Contract (MAC) to provide general construction in support of NOAA�s mission.�� CURRENT ACQUISITION STRATEGY: �The Government anticipates awarding approximately eight (8) IDIQs from which fixed price type task orders (TO) for construction will be issued. NAICS CODE/SIZE STANDARD: �The applicable NAICS Code is 236220, Commercial and Institutional Building Construction, and the size standard is $39.5M. SCOPE OF WORK: The Government�s requirement is for general construction services for facility repair, rehabilitation, remodeling for a broad range of renovation and construction work. This IDIQ contract is intended to provide rapid response for construction of real property (i.e., construction projects relating, but not limited to, laboratories, weather forecast offices, administrative offices, docks, piers, public visitor centers and other National Oceanic and Atmospheric Administration (NOAA) and Department of Commerce (DOC) facilities) and will include design-bid-build, design build, and early contractor involvement delivery approaches.� Although much of the work will be typical new facility construction and/or renovation, the contract will also allow for marine construction as well as other more specialized construction (e.g. laboratories) as long as it can be categorized within the 236220 NAICS code. PLACE OF PERFORMANCE: �The Government anticipates the majority of the work will be in coastal states in the Southeast, with work occurring in other areas of the Southeast, including Texas, on a secondary basis.� And while the significant majority of work is expected to occur in Southeastern states, work may also be required in other locations to support NOAA�s mission. � ESTIMATED MAGNITUDE OF REQUIREMENT: The anticipated ceiling of the MAC is $48,000,000 between all MAC holders.� TOs will vary in size, but the Government estimates the average TO will be $750,000 and a reasonable range for order value is $100,000 - $3,500,000. NEXT STEPS:� This sources sought is an early step in the Government�s market research.� The Government will release more information as it is available, but anticipates additional Industry outreach (e.g. Notices/Postings and/or an Industry Day) and the release of a solicitation in 2022.� While the Government anticipates additional outreach related to the requirement overall, the Government also anticipates making its set-aside determination based on responses to this Sources Sought (in addition to existing market research). SUBMISSION OF INFORMATION:� �All interested parties are invited to complete and upload the attached Excel workbook through the Google Form at the link below.� All submissions shall be uploaded to the form link no later than 18 October 2021 at 10:00 PST.� Due to the size of responses anticipated, the Government will not respond to individual inquiries (by phone or email).� To be considered in the Government�s market research at this point firms must submit the included spreadsheet within the Google form.� NO ADDITIONAL ATTACHMENTS OR PAGES WILL BE CONSIDERED BY THE GOVERNMENT (i.e. the Government will not consider capability statements or other material outside of the provided Workbook).
