- REQUIREMENT TITLE:�Information System Support Services (IS4) NOTICE TYPE:��Sources Sought Synopsis NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside.� The proposed North American Industry Classification Systems (NAICS) Code is 541512, Computer Systems Design Services, which has a corresponding Size standard of $30 million.�The Government will use this information to determine the best acquisition strategy for this procurement.� The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, HUBZone, and Women-Owned small business concerns.� The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code.� Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years.� Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. PROGRAM DETAILS:� The purpose of this task order is to support information system sustainment, Material Support Division Information System (MSDIS) development and sustainment, and information technology (IT) support.� MSDIS has users across the Air Force Sustainment Center (AFSC), Major Commands and Defense Logistics Agency. IT services will directly support the 448 Supply Chain Management Wing-Hill, which includes Wing Staff offices and the 748 Supply Chain Management Group (SCMG) and 948 SCMG and the associated squadrons and staff offices.� Related to system development for MSDIS, the capability requirements are: Completion of the problems/requirements outlined in the Problem Statement (PS) approved by OSD for each development effort. The MSDIS PS approved for the FY16 Dev/Mod effort includes requirements in the Depot Supply Chain Management Analysis Tool, Spares Requirements Review Board, Metrics Financial Tool which includes the Capture project, Enterprise Materiel Solution modules of MSDIS.� The government expects that these requirements will continue to be worked in FY22 and FY23 and will follow a similar level of effort.� Additional MSDIS requirements are: Sustainment which includes resolution of bugs/issues identified by the user community. In addition, the system must be maintained to information assurance standards, to include, the DISA Security Technical Implementation Guide (DISA STIG), Biennial Notice and Consent Certification, Section 508 compliance and information assurance controls listed Enterprise Mission Assurance Support Services (eMass). Related to system sustainment for MSDIS and Low Demand/Low Density Requirements Management System (LD2RMS) the capability requirements are research and resolve identified bugs/errors.� Ensure system compliance with cybersecurity and information assurance mandates. Related to IT support, the capability requirements are, Server administration (Cloud One- Microsoft Azure or Amazon Web services), Information Assurance duties, Cyber Liaison (CL) duties, (in processing and out-processing of personnel, provisioning, shared drive permissions etc.), Risk Management Framework (RMF-certification and accreditation) of organization defense business systems, Organization SharePoint administration, IT asset tracking and custodian duties. More detailed program details can be found within the Performance Work Statement. RESPONSES: Response Part I�� Contractor Description Overview 1. Name of Company 2. Briefly describe your company�s experience with all, some, or any related experience providing the types of services identified in the program description to include identification of major program risks and techniques to be employed to mitigate these risks. (Maximum Page Limit: Four pages � please do not include business brochures [Title page containing, as a minimum, program title, date, and name and phone number of submitting activity Point of Contact does not count against page maximum]) 2. Teaming arrangements or methodology to be employed to ensure requirements of the program description can be satisfied. (Maximum Page Limit: One page) Response Part III � Additional Market Survey Questions 1. Can you please provide the Government a one-page plan on how you would take on the Information System Support Services (IS4) total support effort?� Does your plan require you to obtain the required expertise, what evidence is available that steps have been taken to ensure expertise is obtainable to support that plan? In this plan, please also address how long after contract award would it take to have all IS4 requirements implemented. 2. Does your company have necessary skills, experience and knowledge required to support Information System sustainment, data loads, system development, server administration, cybersecurity, hosting hardware and software, and project management for all seven modules within MSDIS and LD2RMS? 3. Can your company execute Information System Sustainment efforts that will include sustaining, developing, and updating system tool functionality to accommodate the ongoing and future AF Initiatives (e.g. CloudOne (Azure) migration, conversion from Classic ASP to .NET, integration into ESCAPE, etc)? 4. Can your company keep a complete inventory of all equipment to include: laptops, desktops, monitors, external hard drives, printers, phones, headsets and various mobile devices? This includes maintaining a current map that shows locations of accountable items and will be updated as user moves or equipment is updated. 5. Can your company be responsible for providing information system and service desk support as the single point of contact for 448 SCMW customers? This includes identifying trends and problem areas, escalating and tracking issues that are out of scope and resolving with the 75 ABW and other AFMC/DISA organizations. 6. Can your company provide SharePoint administration support for the 448 SCMW-Hill level site and 748 SCMG sites? This includes assisting with suspense�s, answering customer questions and providing basic training to government appointed SharePoint owners.� SPECIAL NOTE: This Sources Sought Synopsis is part of the Acquisition Market Research Analysis and will be used solely to determine the basis for any competitive aspects of the acquisition. This sources sought synopsis is issued solely for informational and planning purposes. It does not constitute a solicitation (Request for Proposal or Request for Quotation) or a promise to issue a solicitation in the future. As stipulated in FAR 15.201(e), responses to this notice are not considered offers, shall not be used as a proposal, and cannot be accepted by the Government to form a binding contract. This sources sought synopsis does not commit the Government to contract for any supply or service whatsoever; furthermore, the Government is not seeking proposals at this time. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this synopsis. All costs associated with responding to this synopsis will be solely at the responding party�s expense. The Government requests that non-proprietary information be submitted in response; however, should proprietary information be submitted, it should be marked �PROPRIETARY� and will be handled accordingly. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Respondents are requested to provide an executive summary, relevant history, and evidence of capability to successfully perform the effort, not to exceed 5 pages in length or 3 megabits in data size. Interested parties are requested to submit one (1) copy of the aforementioned summary/documentation to the Contracting Officer, Christian Barwick, christian.barkwick@us.af.mil, and the Contracting Specialist, Cydnee Green, at cydnee.green@us.af.mil, no later than 30 calendar days (Date: November 5, 2021) after publication of this notice.
