- REQUEST FOR INFORMATION Furnished Housing Capability TASK FORCE-HOLLOMAN Description 1.1 Task Force-Holloman (TF-Holloman) in support of Operation ALLIES WELCOME is seeking information on how an interested contractor could provide furnished housing capability (e.g., hotel, apartment, house, condo, etc.) for up to 500 U.S. Government personnel in the local (defined as 60 mile radius from Holloman Air Force Base (AFB), NM) Alamogordo, NM area. 1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes � it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, Task Force-Holloman is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party�s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the System for Award Management Contract Opportunities website (https://sam.gov/content/opportunities). It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. Background 2.1 In August 2021, at the request of the Department of State (DoS), the Department of Defense (DOD) established Operation ALLIES REFUGE (OAR), later renamed Operation ALLIES WELCOME (OAW) to evacuate and transport Afghanistan Nationals out of Afghanistan to the United States. One of the temporary sites providing DoS-requested assistance to Afghans while they undergo case processing and eventual resettlement into U.S. communities is located on Holloman AFB, NM. The United States Air Force established Task Force-Holloman to provide DOD coordination and support for OAW at Holloman AFB. TF-Holloman currently consists of approximately 800 DOD personnel who are �deployed� to NM for OAW support. The number of �deployed� personnel is projected to decrease to approximately 500 in the next 30-90 days. Due to the limited amount of available hotel rooms in the surrounding area (i.e., Alamogordo, Cloud Croft, and Las Cruces), the majority of TF-Holloman personnel reside in a tent city constructed on Holloman AFB. For multiple reasons, it is TF-Holloman�s desire to provide these personnel with hardened billets. 2.2 Limitations: The number of TF-Holloman personnel requiring hardened billets will fluctuate and the Government does not want to pay for vacant space. Additionally, TF-Holloman �deployed� personnel will not have their own furniture so any suggested solution will have to be furnished. Multiple beds (e.g., bunk beds) per room is acceptable. Additionally, TF-Holloman does not have enough vehicles in its possession to provide each member with their own vehicle and thus would have to run bus routes for pickup and drop-off. Therefore, it is preferred that suggested solutions be as closely co-located as possible. Finally, TF-Holloman doesn�t possess authority to enter into a lease on behalf of the U.S. Government. If a leased solution is suggested by an interested party, TF-Holloman would have to seek approval from the appropriate leasing authority. 2.3 Security Requirements: The U.S. Government would have to deem any suggested solution safe and suitable based on an assessment of anti-terrorism and force protection standards and plausible threat. Requested Information 3.1 Number and type of furnished housing available, examples include (but are not limited to): Hotel, Apartment, Condo, House One, Two, Three, Four-bedroom 3.2 Number of furnished rooms to include type and number of beds per room, examples include (but are not limited to): King, queen, full, twin, bunk bed 3.3 Location of furnished housing and distance from Holloman AFB 3.4 Period of availability (e.g., 15 Oct 2021 � 31 Mar 2022) 3.5 Estimated monthly cost. Please include any discounts associated with extended duration of stay (and define what that duration is) 3.6 Any unique terms and conditions requested, examples include (but are not limited to): Minimum amount of rooms required to reserve Minimum advance notice required prior to move in Responses 4.1 Interested parties are requested to respond to this RFI with a capability statement covering the above items and any additional pertinent information TF-Holloman should be aware of. 4.2 Capability statements should be in Microsoft Word or Adobe PDF format and are requested no later than 8 October 2021, 12:00pm MST. Request responses be limited to three pages as much as possible. Submit responses via e-mail only to veronica.guerrero@us.af.mil. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned. 4.3. The capability statement should include the following as a minimum: 4.3.1 Name, mailing address, phone number, and e-mail of designated point of contact. 4.3.2 Business type (i.e., large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUBZone small business, woman-owned small business, very small business, veteran-owned small business, service-disabled veteran-owned small business) based upon North American Industry Classification System (NAICS) code 721110, Hotels (except Casino Hotels) and Motels. Please refer to Federal Acquisition Regulation FAR 19 for additional detailed information on Small Business Size Standards. Summary 6.1 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide furnished housing capability for TF-Holloman personnel. The information provided in the RFI is subject to change and is not binding on the Government. TF-Holloman has not made a commitment to procure any of the items discussed and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
