- Sources Sought for National Oceanic Atmospheric Administration (NOAA), National Weather Service (NWS), Office of the Observation (OBS) Diagnostic Electronic Instruments Disclaimer and Important Notes: This is a Sources Sought only. This is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP), a Request for Quotation (RFQ), or an indication that the Government will contract for any of the items and/or services discussed in this notice.� This Sources Sought is issued in accordance with Federal Acquisition Regulation (FAR) 52.215-3. Further, NOAA is not at this time seeking proposals or quotes and will not accept unsolicited proposals or quotes.� The purpose of this notice is to: Determine if sources exist that are capable of satisfying the agency's requirements; and/or Determine if commercial items suitable to meet the agency's needs are available or could be modified to meet the agency's requirements Submission of a response to this Sources Sought is entirely voluntary. The voluntary submission of a response to this Sources Sought shall not obligate NOAA to pay or entitle the submitter of information to claim any direct or indirect costs or charges or any other remuneration whatsoever. Further, no proposals or quotes are sought at this time. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this Sources Sought; all costs associated with responding to this Sources Sought will be solely at the potential respondent's expense. Not responding to this Sources Sought does not preclude participation in any future formal solicitation, if any is issued. No telephone calls will be accepted requesting a solicitation. There is no solicitation at this time. In order to protect the integrity of any future procurement, additional information will not be given and no appointments for presentations will be made in reference to this Sources Sought. Issuance of this notice does not constitute any obligation on the part of the Government to procure these items or to issue a solicitation. No proprietary, classified, confidential, or sensitive information should be included in your response to this Sources Sought. If included, any information should be clearly marked as such. All information received shall be safeguarded from unauthorized disclosure. NAICS Code: 334515 � Instrument Manufacturing for Measuring and Testing Electricity and Electric Signals. Background: Diagnostic instrumentation is required to maintain fielded observation systems used in the generation of watches, warnings and forecasts, and by key partners to the NWS for business, research and emergency services. These devices are used to keep the observation assets in good working order, maintain and extend their anticipated life cycle, and provide repairs from diagnosis when the equipment fails. These diagnostic instruments have never been upgraded over the last thirty plus (30+) years, and technology has substantially changed. Current equipment suite, in many cases, can no longer be calibrated or repaired, has experienced substantial damage from field use, is worn out, and/or can no longer be repaired. This dire situation will cause substantial delays in the repair of fielded assets necessary for the generation of watches, warnings and forecasts. It is imperative that the instruments used in the diagnosis and repair of these fielded assets be upgraded to more modern platforms to expedite service, maintain good observing equipment working order and maintain a common baseline of modern diagnostic devices for the repair and continued diagnosis of field observation equipment. It is the intention of the Government to set up an acquisition to replace all or most (whichever proves more practical) of the field electronic calibration equipment to provide the best possible diagnostic tools at the best possible price. The contractor will propose solutions to the current list with the understanding that modernization and advancements in technology will yield a better suite of diagnostic tools for field personnel. Requirements: The diagnostic instruments must be a Commercial Off-the-Shelf (COTS) or non-development item (NDI) instruments.� The Government does not require a direct 1:1 replacement on the equipment. Most of the equipment is antiqued and has been superseded many times with more modern devices. Government requires the contractor to provide modern replacements for the equipment identified in Appendix A. It is anticipated that the Government can reduce the actual number of pieces of equipment required to do the same work. It is preferred that any case where modernization and advances in technology have permitted several devices already listed can be combined into a single unit, the contractor is encouraged to do so. The following is brief summary of requirements, for detailed requirements request drafted SOW and Appendix A � Instrument list. Performance Requirements Ability to replace all the required or majority of the instruments listed in Appendix A. he Government does not require a direct 1:1 replacement on the equipment, the contractor can propose alternate and or equivalent items that are cost beneficial to the government. Projected Schedule Requirements: Minimum purchase of $10,000.00 of instruments over 5 year order period. Place of Performance All activities shall take place at the contractor�s facilities. Program Reviews and other meetings shall take place at locations that are to be determined by the government. Government Furnished Equipment, Data, and Resources GFI will include diagnostic field instrument documents. No GFE will be provided. Submission of Information: Interested parties are encouraged to submit a response per NWS requirements pertaining to Procurement of Diagnostic Field Instruments. If there are areas of the requirement that your company and/or perspective team cannot meet, please identify those areas in your response along with amplifying information as to why your team cannot meet the government�s request. Specifically, any interested parties are requested to provide the following information: Name of Company, address, DUNS number and Business Size Point of contact name, email, and phone number Any General Service Administration (GSA) schedule, Government Wide Acquisition Contract (GWAC) or Multiple Award Contract numbers and information that includes: Temperature and Relative Humidity (TRH) Sensor. Positive statement of your interest in this procurement as a prime contractor. Description of your capabilities, qualifications, and experiences that might fill this requirement: Organized by the requirements areas listed above Do you currently have a contract with any other Federal Agency for this type of requirement? What experience does your company have as a prime contractor managing the efforts of one or more sub-contractors supporting a Federal Agency? Do you offer discounts to your customers? Describe your capabilities, knowledge and expertise in providing Diagnostic Instruments and how the instruments available meet the requirements/competencies per the Government Accountability Office (GAO) regulations and the Performance Work Statement. Is this the appropriate NAICS code? Identify any risks or impediments to successful performance of the requirements that you anticipate. Responses are to be submitted electronically (not to exceed 10 pages; including appendices, diagrams, and examples using one inch margins, and pages numbered consecutively).� Submit responses electronically (using PDF or Microsoft Word) no later than 4:00 pm eastern, October 18, 2021. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified. At this time no solicitation exists. Therefore, DO NOT REQUEST A COPY OF THE SOLICITATION.
