- Sources Sought � THIS REQUEST FOR INFORMATION (RFI) IS RELEASED PURSUANT TO FEDERAL ACQUISITION REGULATION (FAR) PART 10, MARKET RESEARCH.� This RFI/Sources Sought is issued solely for information and planning purposes only and shall not be construed as either a solicitation or the obligation on the part of Government. This is NOT a solicitation for proposals, proposal abstracts or quotations. This notice is for market research purposes only. � No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. Respondents will NOT be notified of the results of the analysis. All data received in response to this Sources Sought synopsis that is marked or designated as corporate or proprietary information will be fully protected from release outside the Government. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified.� Proprietary information will be safeguarded in accordance with all applicable Government regulations.� All documentation shall become the property of the Government and will not be returned. The Department of Treasury, Internal Revenue Service (IRS) is seeking an experienced, authorized reseller and reliable provider of Oracle Intelligent Advisor Software as a Service (SaaS) cloud infrastructure and consulting services to support modernization of the IRS Interactive Tax Law Assistant (ITLA) and Interactive Tax Assistant (ITA).� The Interactive Tax Law Assistant (ITLA) and Interactive Tax Assistant (ITA) are web-based applications for answering tax law related questions from taxpayers. ITLA is used internally by toll-free assistors and employees at the Taxpayer Assistance Centers while ITA resides on IRS.gov and is used directly by taxpayers. The applications are interactive and ask a series of questions to evaluate items such as eligibility for credits, taxability of income and deductibility of various expenses.� The current IRS on-premises production deployment of ITLA/ITA uses Oracle's Policy Automation (OPA) v10.4.� The IRS Rules Based Program Office maintains and updates the rule sets in OPA based on the latest tax law.� The OPA v10.4 has reached end of life and must be replaced. The IRS will procure the Oracle Software-as-a-Service (SaaS) Cloud Intelligent Advisor (IA) and supporting cloud services.� After establishing the Oracle SaaS IA environment, the IRS must migrate the ITLA/ITA rule sets from the legacy on-premises environment, to Oracle SaaS Intelligent Advisor.� Although the IRS Rules Based Program Office has existing resources able to complete the migration, they require Oracle IA consulting services to provide expert advice and assistance with the migration. For purposes of response to this request, the IRS intends to procure and provision the cloud services between October 2021 and January 2022, and complete the migration and go-live no later than December 2022.
