- W912DQ-21-SS-7001 Sources Sought for Construction of the Access Control Points in support of the National Geospatial-Intelligence Agency (NGA) West Facilities Modernization (WFM) program. The following is a Sources Sought Notice for the small business set-aside to construct the Access Control Points for the NGA campus.� This Sources Sought announcement is for market research information only and is to be used for preliminary planning purposes.� No proposals are being requested and none will be accepted in response to this notice.� THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS NOTICE.� The purpose of this notice is to gain knowledge of potential and interested qualified business concerns capable of performing Commercial and Institutional Building Construction in the St Louis, MO metropolitan area.� This effort is classified through the North American Industry Classification System (NAICS) under 236220 Commercial and Institutional building Construction.� It is anticipated that a solicitation announcement will be published on SAM.gov in early 2022.� The estimated magnitude of this project is over $10,000,000 with an estimated construction duration of 2 years. The US Army Corps of Engineers, Kansas City District is seeking a construction contractor to execute the construction of the Access Control Points (ACPs) in support of the replacement campus for the National Geospatial-Intelligence Agency�s (NGA) 2nd Street, St. Louis facilities, as part of the West Facilities Modernization (WFM) program.� The project is tentatively programmed for construction in mid FY22. � The ACPs will be used to support checking of personnel IDs and inspection of personnel vehicles prior to providing controlled access to MOB and CUP. The ACPs require inbound and outbound lanes, gatehouses, ID check booths, overwatches, vehicle inspection areas, and both passive and active vehicle barrier systems. The ACP approach and access control zones will be encompassed by a security fence combined with a 3-wire passive vehicle barrier from the entrance to the ID check/Gatehouse area. Requirement is to construct two Access Control Points (ACP) with ID check booths, gatehouses, overwatches, and covered inspection areas. This project includes fire alarm systems, building information systems, Intrusion Detection System (IDS) installation, Electronic Security System (ESS), and Emergency Monitoring and Control System (EMCS) connections. The project also includes supporting facilities such as electrical service, water, sewer, paving, walks, curb and gutter, storm drainage, site improvements, and sustainability / energy measures. The NGA campus is required to replace mission critical facilities in St. Louis that have exceeded their service life.� The project will accommodate new technologies and processes that will generate beneficial synergies through integration, collaboration, and geospatial data immersion.� The �purpose-built� facility will provide an open flexible work environment that is scalable, reconfigurable, and adaptive to changing mission requirements and the associated changes in workflow and data sharing methodologies.� The project will provide NGA�s workforce with safe, secure, and efficient facilities that will meet the agency�s long-term requirements and vision for Geospatial-Intelligence (GEOINT) and will be consistent with the Director National Intelligence (DNI) facilities strategic plan.�� The Kansas City District is soliciting feedback from industry as part of our market research efforts associated with this acquisition.� The Corps of Engineers are considering various acquisition strategies to deliver this project and request input from industry.� The following information is requested in this Sources Sought (SS) announcement with a limit of ten (10) pages for your response: 1.� Organization name, address, email address, website address, telephone number, and small business status and type of ownership for the organization; include DUNS number and CAGE code. 2.� Firm�s interest in providing a proposal as the prime contractor on the pending solicitation once issued. 3.� Experience:� Evidence of capabilities to perform work comparable to that required for this project (e.g. management of construction for an intelligence agency complex with strict security standards).� Provide three recent relevant/comparable projects (not more than ten years old) and describe how they are similar to this project.� Include the project name; dollar value of the project; description of the key/salient features of the project; identify the contracting office & the customer/user (include POC information).� 4.� Firm�s Bonding Capability (construction bonding level per contract and aggregate bonding level, both expressed in dollars).� Include any concerns associated with providing performance and payment bond for the projected contract value identified. 5.
