- Description
- 1.� The Defense Threat Reduction Agency (DTRA) enables the Department of Defense, the United States Government and International Partners to counter and deter Weapons of Mass Destruction and Emerging Threats. The Research and Development Directorate (DTRA RD) is the DTRA focal point for research, development, test, and evaluation (RDT&E) relevant to the mission domain of Countering Weapons of Mass Destruction (CWMD).� The Chemical and Biological (CB) Technologies Department, in its role as the Joint Science and Technology Office-CB Defense in the Chemical Biological Defense Program (CBDP) leads DoD science and technology to anticipate, defend and safeguard against chemical and biological threats for the warfighter and the nation. 2.� DTRA�s CB Technologies Department has a requirement to broaden leader understanding and application of principles of innovation and this requirement can only be met through a comprehensive suite of content focused on understanding and applying principles of innovation tailored to specific workplace mission, organization and culture. Specifically: Assess the current state of innovation in a government organization and recommend best practices to achieve mission objectives; train government leaders on approaches to apply the methods and best practices of entrepreneurs and start-ups against government processes and challenges; Enable understanding of how to develop and evaluate ideas from an end-user perspective, launch those�ideas into execution, evaluate impact and success, and scale them into government programs; and strengthen and practice skills� to assess a vendor pitch, proposal, prototype, or solution. 3. DTRA is seeking responses only from Economically Disadvantaged Woman Owned Small Businesses that posses the capabilities detailed above. Responses shall include the items listed below. Required Information: a)� Submit company information:� Name, Address, Cage Code, and DUNS.� b)� Provide the North American Industry Classification System (NAICS) code that is most appropriate for this type of acquisition and state why it is most appropriate. c)� Submit company size standard under the suggested NAICS code. d)� Capabilities Statement � 10 Page Limit � Discuss the capabilities of the respondent to meet the requirement, provide the required information detailed above, and include any additional information the respondent deems appropriate. ***All responses MUST be submitted electronically to dtra.belvoir.rd.mbx.rd-cbst-info@mail.mil� by 2:00 pm Eastern Standard Time 19 October 2021*** Hardcopy submissions will not be accepted. This RFI is does not constitute a solicitation or the issuance thereof.� All information received in response to this RFI that is marked proprietary will be handled accordingly.� Responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract.� Any information submitted will not be returned, and no payment will be made by the Government for such information.� No formal RFP�s or other solicitations regarding this announcement are available at this time.� Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract.� It is the potential offeror�s responsibility to monitor SAM.GOV at https://sam.gov/content/home for the release of any information. DTRA is accepting questions for this RFI but will not be providing responses.� The questions will be used to develop more information and receive input from industry regarding this system and should be included as part of the capabilities brief.� The RFI is strictly a request for capability packages.
