- Description The Transportation Security Administration (TSA) is issuing this Request for Proposal (RFP) to establish an Other Transaction Agreement for the Aviation Channeling and Data Management System (ACDMS). The ACDMS Vendor shall provide badging entities with expertise to include, among other things: biometric identification, authentication, and validation for use within vetting and credentialing systems; identity verification and validation methodologies; biographic data authentication; and training requirements. Background TSA requires that the ACDMS Vendor must have the capabilities to facilitate communication of biographic and biometric data securely and correctly from the badging entity to TSA.� TSA then communicates this information to Federal Vetting Sources, which provide information back to TSA on the applicant�s immigration status, security risk, and criminal history.� TSA reviews and/or adjudicates the information returned and provides information to the ACDMS Vendor, who then provides it to the badging entity. Specifically, the ACDMS Vendor must comply with the technology standards and processes related to both the Government�s conducting of Security Threat Assessments (STA) and the exchange of biometric data and biographic information between TSA and badging entities. The ACDMS Vendor must be capable of supporting badging entities in satisfying regulatory, statutory, security directives, and amendments to aviation security requirements. Through the ACDMS Vendor, TSA returns information related to these checks to the badging entity.� The badging entity makes the final badging decision based on the information from TSA and its own view of suitability.� Because TSA is responsible for ensuring regulated badging entities receive quality Aviation Channeling and Data Management System services, the potential ACDMS vendor must meet all the requirements outlined in the Statement of Work. OTA requirements and terms and conditions are identified in the attached solicitation document. All Questions must be submitted in writing not later than 12:00 PM (EST) on August 30, 2021 Proposals for Phase I are due by 12:00 PM (EST) on September 27, 2021. Extend date for TSA�s Responses to Questions posted on Beta.SAM.gov from September 6, 2021 to September 10, 2021 Extend the Proposal Due Date for Phase 1 from September 27, 2021 to September 28, 2021 Extend the Proposal Due Date for Phase 2 from October 25, 2021 to October 26, 2021 Update the Point of Contact information to include Steven Santos at Steven.Santos@tsa.dhs.gov All amendment�changes are reflected on Page 1 of the Request for Proposal. All formal�updated attachments and documentation will be available NLT 5:00 PM (EST) on September 1, 2021 AMENDMENT 00002 Amendment 00002 to subject RFP is hereby issued in order to: 1. Extend the proposal due date for Phase 1 to October 12, 2021 at 12:00PM. 2. Update the Request for Proposal (RFP) provisions for TSA's ACDMS OTA Solicitation. 3. Revise Other Transaction Agreement (OTA) - Article XVIII. 4.�Revise the Statement of Work (SOW) - Sections 3, 14, and 17. This post includes the Q&A responses.
