Description
Description(s): The General Services Administration (GSA) Mid-Atlantic Region intends to solicit proposals for Custodial and Related Services at the Custodial and Related Services at the C. Bascom Slemp Federal Building, 322 East Wood Avenue, Big Stone Gap, VA 24219 and Abingdon Federal Building and Courthouse, 180 W. Main Street, Abingdon, VA 24210. Services will include but are not limited to custodial, grounds maintenance, pest control, and snow removal. The NAICS Code for this procurement is 561720 - Janitorial Services with a small business size standard of $19,500,000.00. Award will be a firm fixed price contract. This procurement is set aside for competition among small businesses. Small businesses and all categories of small businesses (women owned, service-disabled veteran owned, etc.) are encouraged to participate. The contract duration will be one (1) base year with four (4) one-year options, with the possibility of an extension of performance up to an additional six (6) months, in accordance with FAR 52.217-8. As a performance-based contract, the requirements are stated in terms of desired results with associate quality standards. The contract shall consist of two major functional areas: standard services, and above standard services. Custodial services provided by the Contractor are arranged and oversight is provided through one or more of the following entities: GSA's Regional Office, Service Centers, and GSA Field Office inspection services. The Contractor shall furnish all personnel, labor, equipment, material, tools, supplies, supervision, management, and services, except as may be expressly set forth as Government furnished, and otherwise do all things necessary, to, or incident to, perform and provide the work efforts. This award will be made utilizing FAR 15.3 and 19.502-2 and the Government will make award to the offeror who provides the best overall value to the Government in terms of price and technical merit. Best value procedures incorporating tradeoffs between price and non-price related factors, such as technical evaluation factors, will be utilized. The following is a list of non-price (technical) evaluation factors that will be used by GSA�s Source Selection Evaluation Board (SSEB) in conjunction with price to recommend the offer providing the best value to the Government: Management Plan Prior Experience Past Performance The non-price evaluation criteria are listed in order of importance. The management plan is more important than Prior Experience and Past performance, with Prior Experience and Past Performance being of equal importance. All technical evaluation factors, when combined, are significantly more important than price. The Government intends to award the contract in late spring of 2022.� The Government intends to make award without discussion. Therefore, offerors are requested to submit their initial proposals to the Government on the most favorable terms based on technical and price factors. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. The complete solicitation package (including specifications, offer forms, clauses, and provisions) will only be available electronically on Contract Opportunities website (https://sam.gov/content/opportunities). �It will be available on or around 25 October 2021. The solicitation closing date and time will be identified in� the solicitation package. Furthermore, the preproposal meeting date and site visit information will be identified in the solicitation. Potential offerors will be responsible for downloading the solicitation and for monitoring the website for possible amendments and/or additional information. Offerors must be registered in the System for Award Management (SAM) database in order to participate in this procurement. The website for SAM is http://www.sam.gov.
