Amendment #4� Added: Q&A,��Added:� Funding Clause,� Added: Further Site Visit Notice 1)What is the distance from the desired camera location to the 4� conduit pathway into each RSU, where conduit is required outside the RSU? a)No more than 40', most likely 20' will suffice. 2)Does the government want the contractor to provide UPS power and surge protection for each RSU location? a)No. 3)Does the government want the vendor to provide surge protection for the radar building? a)Yes, in-between the camera and government network switch. 4)Does the government want the vendor to provide surge protection for the Tower location? a)Yes, in-between the camera and government network switch. 5)How many annual system sustainment visits does the government want the vendor to provide for the 5-year maintenance plan? a) This has not been determined. 6)How much time each day would the vendor have access to the camera locations on the airfield for installation purposes? Will this available time window be the same every day? Will the vendor be able to work outside the hours of 7:30 am to 4:30 pm? a)The amount of time available for installation would have to be coordinated with Airfield Operations, Lawrence 'Ben' Franklin, 213-7424 b)Available timelines must be coordinated with Airfield Operations. c)Situational timelines must be coordinated with Airfield Operations. 7)Will the vendor employees be required to complete any training to operate vehicles out on the airfield for installation purposes? a)Most likely but would have to be decided by Airfield Operations and Transportation, Matt Worden, 213-7035. 8)Will the vendor employees need to be escorted while on the airfield for installation purposes? a)Yes, the airfield buildings are Controlled Areas, an IT person would escort the vendor while in the RSUs and the Control Tower Comm Rooms. Airfield Operations or Radar would have to escort the vendor in the radar building. Tower personnel would have to escort the vendor while working in the Control Tower. 9)Could the government verify that all switches and racks will be provided at all camera locations? a)Yes, there are switches mounted in racks in all the locations. AWARD WILL BE BASED UPON FUNDING APPROVED BY GOVERNMENT.� AFFS or Government will not be held liable under any contract if funds are not approved. If/When Funding is approved it will be based on Lowest Price Technically�Acceptable - Offers will be ranked lowest to highest according to price.� A price analysis will be conducted to determine wheather the lowest price will result from a single award. No further site visits will be schedule for this project. Amendment #3 Correction to Amendment #2.� Site Visit Date did not change, it still remains 9/30/21.� Time 7:30 AM. Amendment #2 Change time for site visit and add location: Time is 7:30 AM September 28, 2021 The Vance Visitor Center opens M-F at 7:00 AM.� You will need to take your� completed dbid form to the VVC along with your drivers licenses, vehicle insurance and vehicle registration (if you have a rental take your contract).�� You will meet at bldg 200 (400 Young Rd, Bldg 200), there will be a bus waiting and it will leave at 7:30. If you are attending please send me your email so that I can forward the Dbids App to you at betty.kliewer.ctr@us.af.mil This is a combined sysnopsis/solicitation for commercial items prepared in accordance with the Statement of Work in attachments,�this announcement�and/or written solicitation will be issued.� This solicitation A00191-A03E is being issued as a Request for Quotation (RFQ).� The solicitation document and incorporated provisions and clauses are those in effect throught PR-TMP-18 General Terms and Conditions Commercial Items Template Rev 07.� This action will result in a Firm Fixed Price FFP purchase order, utilizing simplified acquisition procedures under Full and Open Competition After Exclustion of Sources. Requirement is for the Flightline Camera System; see Attachment 1 Performance Work Statement and other attachments for further details. Normal work hours would be� M-F, 0730-1630. Location of work for this contract will be the three (3) runways on the Vance AFB Airfield. Period of Performance for this contract is five (5) years. Site visit attandance is� encouraged.� (An admendment date will be determined based on interested inquiries, details on entering the base will be given at that time)� Also included in attachments are required vendor forms that will need to be completed before award is made. Attachments included are: 1-Statement of Work 2-PR-TMP-18 General Terms and Conditions Commercial Items Rev 7 3-Wage Determination No 2015-5857 Rev 4 4-PR-FRM-12 Rev 08 Commercial Item Acquisition Representation And Certifications 5-AP-TMP-01 New Vendor Template (with an link for W9) All questions are due no later than 1:00 P.M. on 5�Oct 2021.� If all answers to questions submitted within this timeframe are not provided at least three (3) business days prior to bid due date, bid due date will be extended accordingly.� All answers to questions (including any additional documentation provided) are distributed on a non-attribution basis. Admendment #1 The Devices (cameras, recording servers) need to be FIPS and NDAA compliant. What are we mounting the 12 cameras to?� Is there existing infrastructure, such as a building or pole?� Do all of these locations have power already supplied to them?� If not, will we be required to supply power and infrastructure to the desired camera locations?� You answered quite a bit of this already, but I would like to verify mounting conditions for each camera to ensure proper mounting accessories are accounted for�and to make sure power is present at each mounting location.� And to inquire as to whether we are providing conduit & back boxes, or if an electrician will be engaged outside of our scope to provide some of this infrastructure. The attached picture of a typical RSU you�ll find at Vance, shows a two-story building with an observation room with a walkway on the second level where most of the cameras will be attached.� The first-level is a maintenance room with HVAC, power, racks of communication gear and government network equipment.� These RSUs are located around the airfield with views to the adjacent runways, check the airfield images we sent previously with the locations of the RSUs identified. It is expected the cameras would be mounted to the second-level railing and would be connected to an existing POE-capable network switch below.� The cable from camera to switch would funnel through an existing conduit (usually 4�) through the wall.� The cable should be sealed and protected from the elements from the camera to the switch.� The cameras should have lightning protection as well, the airfield does experience a heavy amount of lighting strikes. ��Using cameras that are POE-capable, then they�ll be able to pull power from our POE-capable switches.� The cable path through the conduit will need to be back-filled with fire prevention/weather resistant foam or gel.� The camera(s) will have an IP Address, connected to our POE switches which connect across our network to your central recording server located in our Network Control Center (NCC). There is a radar building located near the center of the airfield, where at least two cameras will be mounted on top of the building:� one camera pointed East towards the middle of the center runway and the second camera pointed West towards the center of the outside runway.� The cables for these cameras will go through concrete block walls but boring through a wall may be necessary.� Our local Civil Engineering shops will have to be consulted about mounting and boring at this building, those arrangements should be worked through a project manager appointed by the base.� The cameras will connect to the network as described above for the RSUs. One camera may need to be mounted on the base Control Tower, either on the West railing or the West roof of the CAB at the top of the tower, details to be determined by the base and appointed base project manager.� There is a cable chase going down the length of the tower from top to bottom.� The camera cable will go down the chase and into the comm room on the first floor, connecting to the network as in the RSU and at the radar building. Please verify that 24/7 recording for 15 days for each camera is required. Yes, the requirement is for 24/7 recording and 15 days of stored recording which can be recoverable and downloaded from the recording server located in the Network Control Center. Will we be providing racks to house each location�s NVR and network devices (switches, patch panels, etc)?� Or is there rack space available already?� Each headend unit will require a minimum of 6RU spacing (more if UPS power is required), and each outbuilding may require up to 4RU available rack space. No, the network racks are already in place and have our network equipment in place.� Since your cameras will be connecting to our network switches on the airfield, you probably will not require rack space.� We have at least 6RU rack space available in the Network Control Center for your recording server/equipment.� The NCC racks are typically on split power with commercial and UPS power.� The building where the NCC is located is also on generator power in the event of a full power outage.� If you want to provide a rack-mounted UPS for your equipment, there should be an outlet available on the rack�s PDU. For the wireless data transmittal, is there a certain frequency range that is desired?� I would hope to use the 3.3 GHz range, is this an acceptable range, or is another preferred?� We want to make sure not to interfere with the control tower transmissions to aircraft. I am assuming from the language below that the recording for Vance can be on one NVR.� Or is one NVR per runway required, for a total of 3 recording devices for Vance to be used?� The recording server will be in the NCC, located in another building on the main part of the base but away from the airfield area where the runways are located. Is UPS power required at NVR and network switch locations?� If so, what are the UPS power requirements? As described above, the racks in the NCC have both commercial and UPS power, with the building on a generator backup.� At Vance:� the RSUs are only on commercial power with no UPS or backup generator.� The radar unit has a backup generator available.� The Control Tower is on backup generator.� Are workstations required to run the video management software (VMS), or will this be accessed through owner furnished equipment? The VMS software will connect to a government provided laptop. ***Site visit scheduled 9/30/2021 @ 10AM*** Attached is a Access Base Form: (complete the top portion, email to betty.kliewer.ctr@us.af.mil, it will be completed by the sponsor and emailed back to you.)� Once you arrive at the Visitor Center have that completed form with you and give to front desk staff along with your dirvers license, current vehicle registration and vehicle insurance.
