Description
NOTE: This is a pre-solicitation notice, not a solicitation.� The solicitation has NOT yet been issued.� Solicitation Number: SPE1C1-22-R-TBD Items: Parka, Gen III, Layer 7, NSN:� 8415-01-538-6289(s) PGC: 03258 This procurement is for the manufacture and delivery of Trouser, Soft Shell, Cold Weather (Gen III), Parka, Gen III, Layer 7, NSN:� 8415-01-538-6289(s) PGC: 03258. The Layer 7 Parka are procured in accordance with GL-PD-06-07A dated 19 August 2016; pattern dated 10 July 2007. This subject procurement will be issued for three (3) separated lots with a proposed of two (2) separated awards to two (2) separated contractors.� Lot 01 lot has approximately 70% of the total requirement, Lot 02 lot has approximately 30% of the total requirement, and Lot 03 has approximately 30% of the total requirement. These lots will be:�Lot 01- Total small business set aside, Lot 02 - SDVOSB, Lot 03 - Total small business set aside and will ONLY be used if award cannot be made for Lot 02. � This procurement will have one Base Year plus four (4) one-year Option terms with the following quantities: Lot 1: Small Business Set Aside Minimum Quantity (Min Qty): 19,295 (base term)/ 19,295 (option I through IV terms) Annual Estimated Quantity (AEQ): 77,179 (base term)/ 77,179 (option I through IV terms) Annual Order Limitations Quantity (AOLQ): 96,474 (base term)/ 96,474 (option I through IV terms) Lot 2: Service-Disabled Veteran-Owned Small Business (SDVOSB) Set Aside Minimum Quantity (Min Qty): 8,269 (base term)/ 8,269 (option I through IV terms) Annual Estimated Quantity (AEQ): 33,077 (base term)/ 33,077 (option I through IV terms) Annual Order Limitations Quantity (AOLQ): 41,336 (base term)/ 41,336 (option I through IV terms) Lot 3: Small Business Set Aside and will only be used if award cannot be made for LOT �02. Minimum Quantity (Min Qty): 8,269 (base term)/ 8,269 (option I through IV terms) Annual Estimated Quantity (AEQ): 33,077 (base term)/ 33,077 (option I through IV terms) Annual Order Limitations Quantity (AOLQ): 41,336 (base term)/ 41,336 (option I through IV terms) The proposed solicitation will result in two separate awards of� Firm-Fixed Price, Indefinite-Delivery, Indefinite-Quantity type contracts. Each contract will contain a one-year base term and four (4) one-year option terms. This solicitation will be evaluated under Best Value Trade Off Source Selection Procedures with the following evaluation factors:� 1) Product Demonstration Models (PDM)� 2)Past Performance Confidence Assessment. Offerors are required to include Product Demonstration Models (PDMs).� Evaluation will consist to PDM, Past Performance, and price. � FOB:� DESTINATION Inspection/Acceptance:� ORIGIN Delivery Destination:�� VSTJ, VSTG, VSTZ Production Lead Time (PLT) is 150 days for the first delivery order and 120 days for subsequent orders. It is anticipated this solicitation will be posted to the DLA Internet Bid Board System (DIBBS) on or after November, 2021.� All offerors MUST be registered in the System for Award Management (SAM).� All responsible sources may submit offers which, if received in timely fashion, shall be considered. Important Note on Foreign Content: The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as ""The Berry Amendment"" impose restrictions on the DoD's acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and ""specialty metals"" (as defined in DFARS clause 252.225-7014) must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
