As this is a Sources Sought Notice for market research purposes, the Government will not accept any technical questions at this time. This is a Sources Sought Notice to determine small business sources capable of providing Emergency Generator Annual Load Bank Testing and Semi-Annual Maintenance services including Fluid Sampling per this notice under NAICS 811310 (Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance). Small business size standard is $8 million. Product Service Code (PSC) is J061 (Maintenance, Repair, and Rebuilding of Equipment Electric Wire and Power Distribution Equipment) BACKGROUND: THIS IS A SOURCES SOUGHT NOTICE BEING RELEASED PURSUANT TO FEDERAL ACQUISITION REGULATION (FAR) PART 10: MARKET RESEARCH. This notice is issued solely for informational, market research, and planning purposes only. It does not constitute a solicitation or a promise to issue a solicitation in the future. This notice does not commit the Federal Government to contract for any service at this time. Further, the U.S. Department of Veterans Affairs, Network Contracting Office (NCO) 23/Services Branch, Black Hills, SD, is not at this time seeking offers, and will not accept unsolicited offers. Respondents are advised that the Federal Government will not pay for any information or administrative costs incurred in response to this notice. All costs associated with responding to this notice will be solely at the responding party s expense. Responses to this notice are not offers and cannot be accepted by the Federal Government to form a binding contract. Although the term offeror is used in this notice, your respective organization s response will be treated as information only and shall not be used as an offer. OBJECTIVE: The objective of this notice is to conduct market research to determine if there are Service-Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) sources capable of providing Emergency Generator Annual Load Bank Testing and Semi-Annual Maintenance services including Fluid Sampling for the Black Hills VA Health Care System. DESCRIPTION OF SERVICE: The Black Hills VA Health Care System requires the services listed above for the Black Hills VA campuses (Fort Meade and Hot Springs). Semi-Annual VA BHHCS Emergency Generator Testing and Maintenance. Provide semi-annual preventive maintenance inspections and services on emergency generators at the VA medical Centers at Ft Meade and Hot Springs, South Dakota. The Contractor shall inspect and service in accordance with the manufacturer s recommendations, prevailing industry standards and local, state, national, and international (where applicable) codes. Annual Load Bank Testing included in Attachment A will be accomplished in accordance with NFPA 110 (99) Sec 6-4.2.2. The testing shall be documented, and supplemental loads included at 25 percent of the name plate rating for 30 minutes. Followed by 50 percent of the nameplate rating for 30 minutes. Followed by 75 percent for 1 hour. All emergency generators will be load bank tested annually. This work may need to be partly outside of standard VA business hours to minimize patient impact. Supplies, fluid testing, filters, fluids (for top off for the semi-annual PMs) will be supplied by the contractor. Contractor is to diagnose other or larger problems and present quote to the POC for approval, before additional work is conducted. Smaller repairs (Belts, hoses, batteries, leak repair), with approval from POC, can be conducted with Credit Card payment from POC. 8. Fluid testing will need to be conducted by 3rd party tester semiannually. And reported made to POC within 30 days of service. 9. Contractor should provide priority for repairs to the BHHCS VA Emergency Generators and ATS Switches. PERFORMANCE PERIOD The Period of performance (POP) shall extend 12 months from the date of award date for base period, with four (4), twelve (12) month option periods.
