- 10/06/2021 - The submission requirements for this Sources Sought Synopsis has been revised.� Please see below: This is a Sources Sought Synopsis. The intent of this synopsis is to identify potential sources for an Indefinite Delivery, Indefinite Quantity (IDIQ) Multiple Award Construction Contract (MACC) for construction projects.� A MACC will provide the Government with a contract tool that can be used for responding/supporting requirements on short notice by competing the requirement among the MACC contract holders vice undertaking a new source selection process for each requirement as it may arise. This acquisition will support the military construction program to enhance the security environment and global defense posture as well as other military construction projects that are deemed necessary to meet the Navy�s mission primarily in the Territory of Guam and the Commonwealth of Northern Mariana Islands. The scope may include design-build and design-bid-build projects for the construction of new facilities, renovation, and additions/upgrades to a variety of facility types including, but not limited to, �barracks/dormitories, administrative facilities, educational facilities, dining facilities, warehouse facilities, operational/training facilities, dredging, streets, bridges, roads, hangars, and other base development facilities produced in accordance with nationally recognized industry, international, federal, and/or military standards. The primary contract coverage will be the Territory of Guam and the Commonwealth of Northern Mariana Islands, but may include other areas under the cognizance of the Naval Facilities Engineering Command, Pacific (NAVFAC Pacific). The North American Industry Classification System (NAICS) may include Subsection 236 � Construction of Buildings and Subsection 237 � Heavy and Civil Engineering Construction. The applicable size standard is $39.5 million average annual receipts over the past three years. NAVFAC Pacific will use the responses to this Sources Sought synopsis to make the appropriate acquisition decision for the planned procurement. This is not an announcement of the availability of a solicitation nor is it a means of generating a plan-holders list. After review of the responses to this synopsis, a pre-solicitation announcement may be published in the Systems for Award Management (SAM) website should the Government intend to proceed with the procurement of these services. The Government will evaluate responses based upon experience, financial capacity for projects of this magnitude and bonding capacity. Prospective offerors shall complete the attached form (Sources Sought Questionnaire) including the Experience Information Form.� Offerors having the capability to perform this work are invited to submit responses to this questionnaire.� There is no page limit associated with this submission.� Responses are due no later than 2:00 PM on October 18, 2021. Documents may be submitted via electronic mail to norine.e.horikawa.civ@us.navy.mil. Please request a confirmation of receipt when submitting your documents.� If you do not receive a response within 2 hours, please contact Norine Horikawa at (808) 471-2235.� Complete information must be submitted as the Government will not contact the offeror for clarification of information submitted. This market survey is for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this market survey or otherwise pay for the requested information. The Government will not provide a debriefing on the results of this survey. All information will be held in a confidential manner and will only be used for the purposes intended. Responses received after the deadline or without the required information will not be considered. Since this is a Sources Sought announcement only, evaluation letters will not be issued to any respondent.
