SOURCES SOUGHT Replacement/Repair HVAC Systems and Electrical Components Air Defense Camp Subhan, Kuwait SYNOPSIS: The U.S. Army Corps of Engineers (USACE), Transatlantic Middle East District (TAM) is seeking preliminary information, for market research purposes, from capable and reliable sources. USACE has a requirement for an Indefinite Delivery Indefinite Quantity (IDIQ) commercial services contract to perform the procurement and installation of HVAC Systems and Main Distribution Boards (Electrical Upgrades) for facilities located at the Air Defense Camp Subhan, Kuwait. The Government intends to post a Request for Proposal (RFP) on the�System for Award Management�(SAM) (https://www.sam.gov) using full and open competition.� One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. As this project is in United States Central Command (CENTCOM) Area of Responsibility, active enrollment in the Joint Contingency Contracting System (JCCS) is required.� As such please provide: a. Is your company currently active in JCCS? b. What is your JCCS ID number? c. If you are active, what is your expiration date? d. Are any subcontractors you might use active in JCCS? e. What are their JCCS ID number? f. If they are active, what is their expiration date? PROJECT SCOPE OVERVIEW: The market research effort seeks preliminary information from capable and reliable sources who may be interested in submitting a proposal to perform a commercial services contract to perform a site assessment, procure and install HVAC Systems and Electrical Upgrades (Main Distribution Boards) to the following facilities. ***See Attached*** Magnitude of the Project: The magnitude of this project is between $5,000,000.00 and $10,000,000. Proposal Procedures: For this requirement, the Government intends to issue an RFP, utilizing Lowest Priced Technically Acceptable source selection proposal evaluation procedures in accordance with FAR part 13.5. The intent is for the RFP to be issued as a Single Award Task Order Contract (SATOC). Evaluation criteria will be stated in the RFP. This acquisition is anticipated to result in a single firm-fixed-price commercial services contract award.� RFP is expected to be released in the month of November 2021. SUBMISSION REQUIREMENTS: a. Provide your capabilities, qualifications, and experience as a Prime Contractor completing commercial service projects for the Government of Kuwait, consisting of HVAC Systems replacement or repair and Main Distribution Board Upgrades. �Provide a list of projects completed by your company that demonstrates your recent experience and ability to perform similar scope and size projects. b. Provide a narrative of your capabilities, qualifications, and experience in facilities management, such as staffing 24/7 and working on a Government site to meet a critical installation and repair schedule. Provide the name of proposed or anticipated key subcontractors for the project if you intend to do so. Relevant experience would include your work completing commercial services projects, electrical coordination with MEP. c. Provide your knowledge with U.S. Army Corps of Engineers (USACE) projects such as submittal process, safety, and quality expectations, or what is your plan to meet the USACE requirements. All contractors must meet DoD requirements to receive an award. d. Provide your past performance on similar commercial services projects and explain how you can verify your past performance ratings from your various clients. e. Provide your capabilities for obtaining Defense Base Act (DBA) insurance for personnel for this project. Firms submitting responses shall provide information on relevant projects that substantiate the firm�s compliance with the qualifications criteria listed above. The information shall contain a contract number, project location, description of work, the roles in the project execution, and other references including subcontractors. Please provide similar information for anticipated key subcontractors. Interested firms must complete the Capability Statement, attached under separate cover, as part of your submission. f. Provide documentation that your firm is recognized by the State of Kuwait as an authorized distributor, commercial agent, or other authorized representative for the territory of the State of Kuwait for the HVAC equipment manufacturer or manufacturers whose equipment the offeror would provide, duly licensed and registered to do business as an HVAC contractor in the State of Kuwait, and warranty service provider for the manufacturer or manufacturers of the supplied equipment. g. Provide your understanding of System for Award Management (SAM) as well as proof that your firm is registered with a DUNS & Bradstreet number (and CAGE code). h. Provide your understanding of obtaining base access on to Air Defense Camp Subhan, Kuwait, indicating any recent experience doing so, or at minimum the steps necessary to obtain such access. Be advised that this notice is for market research purposes only and is not an RFP (RFP), nor does it restrict the Government from utilizing a different acquisition approach to award any or all resultant contracts. Failure to respond to this notice will not disqualify your company from submitting an offer. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice.
