- Notice of Intent to Sole Source This is a Notice of Intent to Sole Source the following requirement. Reference #: 512-22-1-2585-0002 TITLE OF PROJECT: UPS DELIVERY/SHIPPING SERVICES TASK ORDER FOR THE PERRY POINT COOPERATIVE RESEARCH STUDIES PROGRAM Pursuant to Federal Acquisition Regulation (FAR) 13.106-1(b)(1), for purchases not exceeding the simplified acquisition threshold (SAT). Contracting Officers may solicit from only one source if the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization). This is not a request for proposals. This notice does not represent a commitment by the government to pay for costs incurred from the preparation and/or submission of data in response to this notice. Written responses to this Notice shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. Information received in response to this Notice will be considered solely for the purposes of market research and determining whether to conduct a competitive requirement. STATEMENT OF WORK BACKGROUND, PURPOSE AND SCOPE OF WORK: A TAC IDIQ WILL BE USED FOR THIS ACQUISITION The vendor will provide support for the currently in use at the PERRY POINT VAMC, COOPERATIVE RESEARCH STUDIES PROGRAM. The VA Cooperative Studies Program (CSP) is the Division of VA Research and Development that is responsible for the planning and conduct of large multicenter clinical trials and epidemiological studies in the Department of Veterans Affairs. The Perry Point (PP) CSP has a print shop that is responsible for producing and distributing hard copy Clinical Trial study manuals and supporting documents to the six Coordinating Centers and over 20 VA Data collection sites. This Task Order will procure the shipping services provided by United Parcel Service (UPS) that will fulfill the daily and urgent outgoing shipping requirements for CSP Clinical trials. The PP CSPCC is to use the web-based UPS Campus Ship program, with automatic updates, which is accessible through the VA Firewall. It is to be used for requesting shipment and delivery of Clinical Trial s publications and forms. The CSP maintains a set-aside computer with label maker and weight scale in the print shop for creating UPS shipping documents. This provides the capability to cut down on shipping processing time by generating and printing shipping labels quickly. REQUIREMENTS: Vendor guarantees time definite, and day definite delivery based on shipment s destination Vendor has multiple shipping options to include: Ground service, Next Day service, 2 Day service, and three (3) Day service. Vendor provides Daily pick-up at Perry Point (PP) CSPCC Building 4 R Lobby, every business day before 4:30pm. Vendor can support large shipments, more than twenty (20) boxes of materials at any time. Each box can contain an excess of eighty (80) pounds. Vendor to provide customer support. Vendor has the capability of Electronic billing. Vendor provides shipping labels and boxes per request, for UPS shipments. Vendor provides updates as needed to its UPS Campus Ship software that will: Generate and print shipping labels and shipping documents on CSP thermal printer Keep track of detailed shipping history Capture billing information Store shipper information (address book) Send e-mail notifications for tracking purposes PERFORMANCE MONITORING: Contracting Office Representative and/or Program Manger to complete annual CPARS requirement and submit to Contracting Officer. SECURITY REQUIREMENTS: The C&A requirements do not apply and a Security Accreditation Package is not required. The contractor must have photo ID available when performing work at a VA Medical Center and be willing to present it to VA staff. GOVERNMENT-FURNISHED EQUIPMENT: (GFE)/GOVERNMENT-FURNISHED INFORMATION (GFI). The contractor will not use GFE or need GFI to perform task identified above. PLACE OF PERFORMANCE: The onsite services will occur at the: VA Cooperative Studies Program Coordinating Center (CSPCC) Boiler House Road, Bldg. 4R, Rm 100/Lobby Perry Point, MD 21902 HOURS OF OPERATION: Onsite pickups will be performed on Weekdays between the hours of 7:00am to 4:30pm, no Federal holidays. PERIOD OF PERFORMACE: 10/07/2021 TO 10/06/2022. ACRONYMS: CO Contracting Officer. The Federal employee who is warranted by the Government to enter into contracts on behalf of the Government and is the only person authorized to make changes to those contracts. POC Point of Contact. Individual designated by the CO to place orders, furnish technical guidance, advice, certify invoices, and provide general supervision of the work performed under the executed contract. UPS can manage large shipments, has proven customer support, electronic billing and software capable to perform the CSPCC s shipping requirements as outlined in the statement of work. The United Parcel Service (UPS) has been providing these services since 2002 and is the only vendor able to provide these services at the level necessary for CSP. Due to the nature of Perry Point CSPCC s shipping needs, it is essential that we use UPS for several reasons; 1) The PP CSPCC is to use the web-based UPS CampusShip program, with automatic updates, which is accessible through the VA Firewall. It is be used for requesting shipment and delivery of all Cooperative Studies Program wide Clinical Trial s publications and forms to VA facilities throughout the U.S. 2) The CSP has an additional set-aside computer with label maker and weight scale in the print shop for creating UPS shipping documents. CampusShip provides the capability to cut down on shipping processing time by generating and printing shipping labels quickly. UPS provides blank labels and boxes to facilitate these shipments. 3) The UPS World Ship system keeps a detailed shipment history, address book and e-mails with detailed notifications for various steps in the shipping process. 4) UPS is able to handle our large shipments which can be up to 20-30 boxes at one time, with excess weights of 80 pounds each. Currently Perry Point CSPCC has a daily pick-up by UPS in Building 4R Lobby, every business day before 4:30pm. It is essential to continue these services without interruption. To change to a new vendor would introduce unknown influences in delaying essential clinical research documents to be shipped. Per FAR 6.302-1 or FAR FAR 8.405-6(a)(1)(i)(B). Description of market research conducted and results or statement why it was not conducted: This is a sole source procurement and being ordered off of HTC711-17-D-C003, where market research has already been conducted. However, the contracting specialist and contracting officer will continually conduct market research and look for the most fair and reasonable pricing for the United States Government, Department of Veterans Affairs. Efforts to Obtain Competition: Market research was conducted for this procurement. The Government s CSPCC program manager conducted market research by reviewing similar shipping services and none were found that could accommodate the same expectations that have been in place for decades and that can meet the Government s requirements. There is no competition anticipated for this acquisition. In accordance with FAR 5.301 and 16.505(b)(2), this action is being synopsized at this time of award, on the Federal Business Opportunities Page (FBO) and the justification is being made here, publicly available. STATUTORY AUTHORITY: The statutory authority permitting an exception to fair opportunity is Section 41 U.S.C. 4106(c) as implemented by the Federal Acquisition Regulation (FAR) Subpart 16.505 Subpart 16.505(b)(2)(i)(B): Only one awardee is capable of providing the services required at the level of quality required because the supplies or services ordered are unique or highly specialized. Explanation: Perry Point VAMC area has the CSPCC in need of shipping services that only the chosen vendor can perform to the requirements.
