- SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCE Quality Compass Subscription 36C77622Q0017 INTRODUCTION: Quality Compass is a tool used for selecting a health plan, conducting competitor analysis, examining quality improvement and benchmarking plan performance. The Office of Performance Measurement collects and reports NCQA s HEDIS based measures for all VHA hospitals, per the requirements of the MISSION Act of 2018. The data contained in Quality Compass is not publically available therefore when our office is requested to provide a specific benchmark for a measure we are unable to provide it unless we have access to this proprietary data. The ability to have regional benchmarked data allows VHA to compare hospital performance on a measure to other hospitals in the same region of the country. Each Quality Compass product comes with different options we can access multiple years of data at a time (up to three years trended data), with or without the Data Exporter functionality. This feature allows us to download customized reports into Excel documents for enhanced analysis, as well as provides access to the All Measure Download which is a file containing all individual plan submission data with confidence intervals. With the Data Exporter feature we will be able to export any customized report (regardless of number of measures) into excel. Also, this gives us access to the All Measure Download, which is a download file containing all individual plan submission data. We would be using this for various comparison reports for VA leadership personnel. REQUIREMENT: The Contractor shall provide Quality Compass License, Commercial, Medicaid and Medicare (Current-Year) with Data exporter. One (1) license Twelve (12) month base year plus four (4) 12-month option periods. ADMINISTRATIVE: The VHA, PCAC intends on awarding this contract pursuant to the authority of FAR 13.501, only one responsible source and no other supplies or services will satisfy agency requirements. It is anticipated that a single award, firm-fixed-price contract will be awarded in accordance with Federal Acquisition Regulation (FAR) Parts 12 and 13.5. The applicable NAICS code is 519130 with a size standard of 1000 employees. DISCLAIMER: This notice of intent to is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any responsible source who believes it is capable of meeting the requirements may identify their interest and capability to respond to the requirement by submitting a capability statement in accordance with the procedures stated herein. The capability statement may be considered by the agency only if received by the closing date and time of this notice. Any response to this notice must show clear and convincing evidence that the responding company can meet the requirements of the Government. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
