Description
The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) intends to award a contract on a sole source basis to Airial Robotics GmbH upon the basis of the authority provided at FAR 13.106-1(b)(1). ERDC-CRREL seeks to procure two (2) Airial Robotics GT20 Gyrotrak small unmanned aerial systems (sUAS) with supporting components and accessories for the collection of unmanned lidar scanning point-cloud and supporting aerial imagery data. ERDC-CRREL is in need of two (2) Airial Robotics GT20 Gyrotrak small unmanned aerial systems with the following specifications: ����� a. 100% seamless interoperability with existing sUAS lidar sensors owned and operated by RSGIS CX ����� b. sUAS Aircraft Specifications (per aircraft): Battery powered propulsion with swappable battery packs at varying sizes, optimized for flight duration and payload weight Compatible with and capable of carrying the following payloads: Riegl VUX-1UAV, VUX-1LR and VUX-120 unmanned lidar systems Integrated auto-pilot (flight controller) Position lights and beacon Extended landing gear compatible with Riegl VUX payloads ADS-B transmitter/receiver onboard aircraft First Person View (FPV) camera onboard aircraft, with video downlink to ground control station ����� c. Integration kit for Riegl VUX payloads (x2) ����� d. Ground Control Station (x2): all necessary hardware and software for flight planning and operations ����� e. High speed battery charger (x2) ������ f. Inspection and system servicing (x2) ������ g. Technical support and training support ������ h. Simulation and training software Airial Robotics GmbH has been identified as the only company capable of offering a product meeting the requisite specifications and interoperability requirements of CRREL�s existing Riegl hardware and CRREL�s in-house processing and analysis designed software. The customer�s research requires a sUAS that is compatible and fully interoperable with CRREL�s existing in-house hardware and software; full interoperability is required to allow the sUAS to carry the lidar payloads and function seamlessly while deployed in field experiments. Airial Robotics has been identified as the manufacturer and sole distributor of their products in the United States. Airial Robotics maintains proprietary rights to the equipment necessary to fulfill the Government�s requirements, interoperability of existing equipment and software are the only way to ensure successful operations. The associated North American Industry Classification System (NAICS) code is 336411 Aircraft Manufacturing, size standard 1,500 employees. This Notice of Intent is not a request for competitive quotations. �However, interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy. Responses to this notice shall be submitted NLT 12:00 PM CST, 13 October 2021 to lisa.a.bernard@usace.army.mil and ERDC-CRREL-QUOTES@usace.army.mil.� Telephone responses will not be accepted. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. �A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Note: In order to be eligible for award of a Government contract, vendors must be actively registered in the System for Award Management (SAM), have no active exclusions, and complete the FAR and DFARS representations and certifications.
