Description
The purpose of this Sources Sought Notice is to determine the interest, availability and capabilities of potential offerors to provide the required COMS services described herein, and to seek recommendations and input on potential acquisition strategies. INTRODUCTION: The Department of the Navy, Naval Air Warfare Center Training Systems Division (NAWCTSD), Orlando, FL, seeks potential sources to provide Contractor Operation and Maintenance Services (COMS), Contractor Maintenance Services (CMS) and Contractor Instructor Services (CIS) for the Naval Air Technical Training Center (NATTC) customer. The center graduates approximately 15,000 Navy and Marine students yearly. The largest part of this student body is comprised of enlisted personnel attending A schools designed to provide them with the knowledge and skill levels required to perform as technicians at the third class petty officer level. Advanced schools provide higher level technical knowledge for senior petty officers, and specialty schools offer specific skills not peculiar to any one rating. COMS requires the contractor to provide all labor, materials, consumables, equipment, tools, test equipment, and transportation necessary to maintain the training systems and equipment in a fully operational condition, and to facilitate user training. For Contractor Maintenance Services (CMS), the contractor provides maintenance and supply support services with a �minimum response time� to service calls. Scheduling authority resides with the Government. Training is site specific. For the Contractor Instructor Services (CIS), the contractor will instruct United States Navy/United States Marine Corps (USN/USMC) personnel with necessary control tower and radar knowledge to meet the Federal Aviation Administration (FAA) certification requirements. Under supervision at an Air Traffic Control (ATC) facility within the National Airspace System (NAS), the contractor will impart their technical knowledge and skills to fulfill technical requirements at the apprentice entry-level for an ATC facility ashore. The contractor will also provide instruction to USN/USMC personnel with knowledge regarding aviation fuel; lubrication of oil service stations and pump rooms; piping; valves; pumps; tanks; portable equipment related to the fuel system; and instruction for the operation; maintenance; valve repair; and, piping of purging and protective systems aboard Air Department Schoolhouse spaces on ships. The instructor will also provide knowledge and instruction for the operation and servicing of fuel farms and equipment associated with the fueling and defueling of aircrafts by instructing the servicing of motorized fueling equipment and by maintaining fuel quality surveillance and control in the aviation fuel systems ashore and afloat. The contractor�s instructors will utilize training devices, associated classroom and other training methods to accomplish recurring monthly training requirements and tactical proficiency development. At this phase the Government is contemplating one of two different potential paths. The first is a Firm-Fixed Price contract (one year base, with four (4) one year options) and the second is a Small Business set-aside under the pending FTSS V MAC vehicle. PLACES OF PERFORMANCE: Performance is required at Naval Air Technical Training Center (NATTC) Pensacola, FL and Center for Naval Aviation Technical Training Detachment (CNATTDET) at Joint Base McGuire/Dix/Lakehurst (JBMDL) Lakehurst, NJ. REQUIRED CAPABILITIES: NAWCTSD is seeking companies that have a successful track record in performing COMS/CMS/CIS services as a primary core competency with a high degree of customer satisfaction. Secret FCL is required for this effort and must be in place prior to award. Interested parties should provide documentation on the following: SOURCES SOUGHT RESPONSES: Your firm�s response to this Sources Sought synopsis should include: CAPABILITIES: Provide a brief company introduction and details on the company/organization. Discuss your management approach in performing COMS/CMS/CIS services. Include information on program management, logistics management, risks, personnel, maintenance plans and processes, quality control processes and a summary for how you plan to meet the COMS/CMS/CIS requirements. Include your understanding of Information Assurance (IA) processes. Discuss your capacity to take on new COMS/CMS/CIS efforts. Additionally, interested parties should list any ground rules and/or assumptions that your company recommends for this effort, i.e. type of contract, etc. EXPERIENCE: Interested parties should provide details of their experience in the last five (5) years performing COMS/CMS/CIS work. Please provide up to three of your most relevant efforts, to include the contract number, dollar value, contract type, whether you performed as the prime or subcontractor, period of performance and brief description of work. For NAWCTSD contracts, interested parties only need to provide the contract number, name of program and period of performance. For non-NAWCTSD contracts, also include a brief description of the following, as applicable, for each relevant effort: � Magnitude of the requirement � (size of the workforce, number of sites); � Quantities and complexity of simulators and weapons platforms supported; � Activity level/operational tempo; � Degree of maturity or stability of program and devices; � Security requirements; (i.e. Level of Facility Clearance) � Experience negotiating Collective Bargaining Agreements and SCA Price Adjustments; and, � Degree(s) of risk (performance, schedule, cost) SIZE STATUS: The applicable NAICS code for this requirement is 541330, Engineering Services (Military and Aerospace Equipment and Military Weapons Exception, size standard of $41.5M. The Product Service Code is J069 - Maintenance, Repair, and Rebuilding of Equipment- Training Aids and Devices. Companies must identify their size status, the results of which will be utilized as guidance to determine any potential set-aside basis. Also identify whether your company is a Small Disadvantaged Business, Veteran-Owned SB, Service-Disabled Veteran-Owned SB, HUBZone SB, and/or a Women-Owned SB. The Government is contemplating a Service-Disabled Veteran-owned Set Aside. If you are a small business interested in being the prime contractor for this effort, please be advised that the FAR 52.219-14 Limitations on Subcontracting clause has changed. Deviation 2021-O0008�is now in effect which�includes�the definition of �Similarly Situated Entity� and�provides a revised methodology for�the 50% calculation for compliance with the clause. Small business primes may�count��first tier subcontracted��work performed by similarly situated entities as if it were performed by the prime itself.�Please read the full text of the clause deviation (52.219-14 Class Deviation 2021-O0008 dated�09/10/21�at�https://www.acq.osd.mil/dpap/policy/policyvault/USA001770-21-DPC.pdf).� To assist in our market research and determination of any applicable small business set-aside for this effort, if you are a small business interested in priming this effort and plan to utilize �similarly situated entities� to meet the Limitations�on Subcontracting, please identify the name & CAGE Code of the specific firm(s) you intend to partner/subcontract with to meet the requirements as well as their SB size status under the NAICS that you as the prime would assign for their workshare. Information regarding any planned similarly situated entity should be included in answering�any�questions outlined in�the SSN in�order to assist the Government�s capability determination.� One electronically submitted response shall be received no later than 5:00pm Eastern Time on 25 October 2021 and reference: NATTC COMS - Sources Sought. Interested businesses should submit a brief capabilities statement package (no more than ten (10) 8.5 x 11 inch pages, font no smaller than 10 point) demonstrating ability to perform the requirements listed above. All responses shall include Company Name, Company Address, Company Business Size, CAGE Code, and Points-of-Contact (POC) including name(s), phone number, fax number, and email address. This sources sought announcement is published for informational purposes only. This is not a solicitation. It does not constitute a solicitation and shall not be construed as a commitment by the Government. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this notice is strictly voluntary. No site visit will be permitted during the period of response to this announcement. Firms responding to this announcement will not be individually notified if the requirement is solicited. Solicitations will occur through the Navy Electronic Commerce Online (NECO) and the Federal Business Opportunities (FBO) websites. NAWCTSD will use the responses to this announcement to make an informed decision concerning the strategy it will pursue to meet its objective, including determining set-aside opportunities.
