This notice does not constitute a request for proposal, request for quote, or invitation for bid. The Government is not obligated to and will not pay for information received as a result of this announcement.� Respondents will not be notified of the evaluation and any information submitted by respondents to this notice is strictly voluntary. Executive Order 14008 - Tackling the Climate Crisis at Home and Abroad issued on January 27, 2021, outlines the importance of and places significant emphasis on climate change initiatives being launched across the government. GSA has an important and active role to play in many areas including greening Federal buildings and electrifying the Federal Fleet. GSA�s Public Buildings Service (PBS) is issuing this Sources Sought Notice to request industry feedback on the best way to structure the IDIQ contracts described in this Sources Sought Notice to prepare Governmentwide real estate to support an influx of electric vehicles to the Federal Fleet. In addition, the intent of this notice is to identify potential offerors for market research purposes, and to determine whether to set-aside all or any portion of this requirement for small and small disadvantaged business concerns including firms certified as U.S. Small Business Administration (SBA) 8(a), Historically Underutilized Business (HUB) Zone, Service Disabled Veteran Owned Small Business (SDVOSB), Women Owned Small Business (WOSB), or Economically Disadvantaged Women Owned Small Business (EDWOSB).� The General Services Administration (GSA), Public Buildings Service intends to award National Governmentwide Multiple-Award Indefinite Delivery/Indefinite Quantity (IDIQ) Contract(s) for General Construction with Design/Build Capabilities to Support the Installation of Electric Vehicle Supply Equipment (EVSE) at locations throughout the United States of America.�� It is expected that there will be four (4) geographic zones with each zone having Multiple Award IDIQ contracts that will compete amongst one another for each of the task orders.��� Services to be ordered under the IDIQ contracts may require Construction and Design/Build services including, but not limited to, interior and exterior building construction, repair and alterations, electrical, carpentry, masonry, plumbing, mechanical, architectural, landscaping, storm drainage, exterior renovations, fire life safety, construction or demolition services, and other miscellaneous work. These IDIQ contracts are intended to be made available for use to any Federal agency with the appropriate contracting authority to be able to place task orders against Government-wide IDIQ contracts. Each Zone is expected to have a maximum amount of up to $500 million.�� The period of performance is expected to include a 5-year base period with the possibility of one 5-year option.� Approximately six (6) IDIQ contracts per zone are anticipated.� The contracts are expected to be delineated by geographic zone as follows: Zone A - GSA Regions 1, 2, 3, 11� Zone B - GSA Regions 4, 7� Zone C - GSA Regions 5, 6 Zone D - GSA Region 8, 9, 10�� A map of GSA Regions may be found via the following link: www.gsa.gov/about-us/gsa-regions Offerors must be able to respond rapidly, and to perform work at multiple projects/locations simultaneously within the geographic zone(s).� Projects are expected to be competed among IDIQ contract holders for projects located in their respective zone.�� GSA anticipates that contractors may be awarded contracts in multiple zones.� EVSE may be purchased separately and not as part of the IDIQ contracts described in this Sources Sought Notice. GSA�s Federal Acquisition Service (FAS) is establishing Blanket Purchase Agreements (BPAs) for EVSE and ancillary services (link to pre-solicitation notice: https://sam.gov/opp/22c325238f45441c91f2bea590a75a7d/view). The IDIQ contracts described in this Sources Sought Notice are intended to be a companion contract vehicle to the FAS BPAs. The IDIQ contracts described herein may require a Cyber Supply Chain Risk Management (C-SCRM) plan to assess the supply chain from the lowest sub-component producer or manufacturer to the delivery point, through third party installation, maintenance and support; and address the NIST 800-161 cyber supply chain security controls derived from NIST 800-53 Rev 5 and NIST 800-171 requirements for Controlled Unclassified Information. All responses must be submitted in writing.� Responses shall address the following: Company name, e-mail address, DUNS # Business Size for NAICS 236220, small or large.� In addition to the size, indicate any other Socioeconomic Small Business Set Aside Qualifications as listed in your System for Award Management (SAM) profile, e.g. SBA certified 8(a), HUBZone, SDVOSB, WOSB, and/or EDWOSB concern. For more information on the definitions or requirements for these small business programs, refer to http://www.sba.gov/.� Company�s bonding capability for individual projects and aggregate. Describe your experience providing design and construction of infrastructure to support EVSE installation and associated work.� Provide location to include city and state, dates for the period of performance, total contract amount completed, and details of work. Describe your experience working as or with certified installers of EVSE, and with utility companies for the infrastructure and installation of EVSE. Describe your experience with major electrical distribution upgrades in active buildings, including but not limited to new or upgraded utility feeds, main switchboards or switchgear, transformers and panelboards. Describe your experience performing multiple projects simultaneously within the expected geographic zone(s) identified above. Address whether you would intend to submit a proposal to this anticipated requirement, and if so, for which geographic zone(s).� Address if you could perform in every area of the geographic zone or if there are limits or areas that you would not be able to perform.� Provide any recommendations on how to structure the IDIQ and subsequent task orders, such as: Pros/cons of including EVSE purchase within this contract or purchasing separately and providing EVSE to the IDIQ contractor for installation Recommendations regarding the structure of the geographic zones The range of services you provide, including site assessment, design, construction, EVSE, installation and operation and maintenance�� Describe your approach to identifying, assessing, mitigating and monitoring supply chain risk and whether your firm already maintains or would be able to maintain a C-SCRM plan that addresses the NIST 800-161 cyber supply chain security controls derived from NIST 800-53 Rev 5 and NIST 800-171 requirements for Controlled Unclassified Information. Address any other special considerations, recommendations and/or comments. Provide the name, title, phone number and email address of a point of contact in your firm and indicate if you are interested in a follow up conversation, if requested by the Government. The information describing your experience should include a history of relevant construction experience, to include design/build, IDIQ type contracts and simultaneous performance of multiple projects at different locations, and include a summary of relevant and recent (since January 2018) performance history (including contract/project number, project title, description of the work, location, dates of performance, dollar amount, project owner point(s) of contact with telephone numbers/email addresses, and in what capacity performed (e.g., prime, subcontractor). The narrative should not exceed fifteen (15) pages in twelve (12) point font.�� The anticipated solicitation will be competed under Federal Acquisition Regulation (FAR) Part 15, Source Selection Processes and Techniques. Award(s) will be made to the proposal(s) offering the best value to the Government.� The Small Business size standard for NAICS code 236220 is $39.5 million in average annual receipts over the past three (3) years.� This Sources Sought encourages maximum participation of interested Small and Small Disadvantaged Businesses.� A determination by the Government not to compete this requirement as a set-aside based upon responses to this and other market research is solely within the discretion of the Government.
