Description
The Department of Veteran Affairs, Veterans Health Administration, Network Contracting Office 6, Hampton VA 23667, intends to negotiate a Sole Source Firm-Fixed Price contract for Data Innovation Auto-Verification for the Fayetteville VAMC. The Fayetteville VAMC requires DATA INNOVATIONS AUTO-VERIFICATION FOR 1-LOW COMPLEXITY SERVICES, POST AUTO-VERIFICATION MAINTENANCE, LAB INTELLIGENCE SOFTWARE, AND ONE RULES TRAINING SLOT. For the Fayetteville NC Lab facilities. This is not a request for competitive offers and no solicitation is available. Market research has determined that these services are highly specialized are only available from a single source without an unacceptable delay or duplication of cost and no other type of services will satisfy agency requirements. The Government intends to award the contract with an effective date of October 1, 2020 to Roche Diagnostics Corporation, 9115 HAGUE RD INDIANAPOLIS, IN 46256-1025. This is a Sole Source requirement to satisfy the minimum requirements of the Fayetteville VAMC. The following work shall be completed. FVAMC LAB: 1 DATA INNOVATIONS AUTO-VERIFICATION FOR 1-LOW COMPLEXITY SERVICES, POST AUTO-VERIFICATION MAINTENANCE, LAB INTELLIGENCE SOFTWARE, AND ONE RULES TRAINING SLOT. This synopsis announcement is being issued for information purposes only and does not constitute a solicitation or request for competitive proposals. If a firm believes it is capable of meeting the Government's requirement, it may identify their interest and capability to the Contracting Officer within three (3) calendar days of this publication by contacting Dennis A. Ross via e-mail at Dennis.Ross2@va.gov. Telephone inquiries will not be accepted. Those interested firms must indicate whether they are large, small, small-disadvantaged, 8(a) or woman owned business and whether they are U.S. or foreign owned. Respondents who submit proprietary data shall clearly mark the data with appropriate markings. The Government will not pay for any information submitted as a result of this synopsis. This synopsis shall not be construed as an obligation on the part of the Government to acquire any products or services. VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT VHAPM Part 813.106 Page 1 of 2 Original Date: 08/30/17 Revision 02 Eff Date: 03/31/2020 DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106 1 For Over Micro Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action ID: 36C246 20 AP 5419 1. Contracting Activity: Department of Veterans Affairs (VA), Veterans Integrate Service Network (VISN) 06, Fayetteville Medical Center, 2237 number 565-21-1-049-0019 2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The required software serves as a bridge (called middleware) between all lab instrumentation and the VA s Laboratory Information System, VistA. It allows the electronic interface of results and eliminates the need for technologists to manually input test results into the centralized system. This project is for phase-2 of the auto-validation project that was procured and implemented in 2019. In phase-1 we added a test system and implemented auto-validation for urinalysis on the Beckman Coulter, Iris. This phase will add the lab intelligence software which will enable the lab to monitor turn-around times, lab errors, and critical result statistics. It will also include auto-validation for molecular testing on the Cephied, which includes COVID testing. Lastly, this phase of the project also includes one slot for the Laboratory Information Manager (LIM) to attend rules training specific to auto-validation and on-site support from Data Innovations staff during implementation. This phase-2 project is for the period of performance from 10/1/2020 to 9/30/2021. 3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The proposed action is to provide Data Innovation s Instrument Manager Middleware software that has been utilized by all VISN 6 VAMC s for more than 10 years resulting in significant resources expended in infrastructure development, training, and education. The use of another system would cease all automated laboratory test reporting at the Fayetteville VAMC, HCC, and Wilmington HCC, which would create a substantial delay in inpatient care. Additionally, if another middleware vendor was selected, the Fayetteville NC Coastal Healthcare system would need new infrastructure, training, and education to support the new software and would no longer be able to participate in information sharing among the other six VAMCs in VISN 6, which is critical to new interface development and maintenance. Description of market research conducted and results or statement why it was not conducted: Market Research (MR) was conducted, by reviewing past procurements for VA Medical Centers, Federal procurement Data System (FPDS) revealed eleven (11) awards, some to Data Innovations (small business OEM) and others to Four Points Tech (SDVOSB). Veterans Information Page (VIP) revealed fifty (50) SDVOSBs and VOSBs however after communication with the Small Business original Manufacture they only have one Authorized SDOVSB (Four Points Technology) who provides the software through SEWP but after further discussion CO was informed that Four Points Tech only performs Admin or Contracting work, therefore, there is no added value for the government to sole source or award to the SDVOSB. additional MR was conducted via past acquisitions and conversations with industry professionals. This effort did not yield any additional sources that can meet the Government s requirements. There is no competition anticipated for this acquisition. Also, with only one authorized SDVOSB there is no reasonable expectation that two or more SDVOSBs or VOSBs will submit offers and that the award is made at a fair and reasonable price that offers the best value to the government, and therefore, the Rule of Two is not met. 5.
