PWS (Version 4) and RFQ (MOD 0003) were�added to correct typos. *Posting modified 10/5/2021 to update RFQ (MOD 0002) and�PWS (Version 3).� *Posting modified 10/4/2021 to update RFQ (MOD 0001), PWS (Version 2), and section L&M.� This is a combined synopsis/solicitation for non-commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. Naval Surface Warfare Center Indian Head Division (NSWC IHD), located in Indian Head, Maryland intends to award a firm fixed price (FFP) purchase order using Simplified Acquisition Procedures for: MK 152 Warhead Bases. This solicitation will be competed as Full and Open. This announcement constitutes the only solicitation. Quotes are being requested under Request for Quotation (RFQ) no. N0017421Q0083. The NAICS code is 332710 and the business size standard is 500. The provisions and clauses included and/or incorporated in this solicitation document are those in effect through the Federal Acquisition Circular. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular FAC 2020-01 and the Defense Federal Acquisition Regulation Supplement (DFARS) DPN 20190531. The Government will award a contract resulting from this solicitation to the responsible vendor whose quote, conforming to the solicitation that will be most advantageous to the Government, price and other factors considered. The Government intends to evaluate all timely quotes received from eligible vendors on a lowest price technically acceptable (LPTA) basis. The Government intends to evaluate quotations and award a contract without discussions with quoters. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. Evaluation Factors (in order of importance) Technical � Quotes must reflect the required specifications included in the RFQ and PWS. Price � Quotes must include all applicable costs. In order to submit a proposal, technical drawings must be requested. Technical Drawings: This procurement includes unclassified controlled technical information assigned a restricted distribution statement which is export controlled. To receive this unclassified controlled technical information, an Offeror must be currently certified through the United States/Canada Joint Certification Program. To become certified for receipt of the technical documents, a U.S. Offeror must submit a completed DD Form 2345 to the U.S./Canada Joint� Certification Office. Canadian Offerors may submit either a completed DD Form 2345 or DSS-MAS 9379 for certification. In addition, a copy of the company's State/Provincial Business License, Incorporation Certificate, sales Tax Identification Form or other documentation which verifies the legitimacy of the company must accompany all DD Form 2345s. Additional information on the Joint Certification Program and a checklist for completion of the DD Form 2345 is available at the following website: http://www.dla.mil/HQ/InformationOperations/Offers/Products/LogisticsApplications/JCP/. Offerors are encouraged to apply for certification as early as possible in order for processing and receipt of information to be completed in sufficient time to prepare a proposal before solicitation closing. If interested, technical drawings need to be requested by contractor prior to submission date. ITAR certification is required to be provided prior to technical drawing release. All responses will be provide COB Wednesday�13 October 2021. Quote packages are due by 28 October 2021 8:00 AM EST. Late quotes will not be considered. Please fill in clauses in�the RFQ MOD as they apply to your business and pay close attention to Sections L & M. Quote packages shall be sent to sarah.n.hayden@navy.mil, nicholas.zalewski@navy.mil, and david.greaves@navy.mil and contain a cover sheet that provides the following information: 1. Official Company Name; 2. Point of contact including name and phone number; and 3. DUNS number and Cage Code. The Points of Contact for this acquisition is Sarah Hayden, at sarah.n.hayden@navy.mil Dr. David Greaves, at david.greaves@navy.mil Nicholas Zalewski, at nicholas.zalewski@navy.mi Questions and Answers: Question: Can you please share if there is a Creo or STEP file available for this? Can you also provide the CAD files for the drawings?� ( STEP / STL Files ) Answer: We don�t have any STEP files for these components.� The group is working to create models for all their drawings; however, it doesn�t look like they�ll have a STEP file ready for distro by the time this solicitation closes. Question: In review the drawing 233AS2004 for N0017421Q0083 I have a question concerning note 5. Is the processer for the phosphate finish required by 5.1.3 of MIL-STD-171 required to be NADCAP certified? Answer: Yes, the parts should be plated by a vendor who is NADCAP certified. Question: The material required to manufacture all 6000 of these parts is about 48,000 pounds. The questions are can multiple sources be used to supply the material and could multiple grades be used such as 1045 and 1141 at the same time? The note on the drawing states the material be HR IAW ASTM A576 could cold rolled to ASTM A108 be used? Answer: The customer was asked about substituting hot-rolled steel for cold-rolled steel and, unfortunately, they couldn�t accept cold-rolled steel as a replacement.� They would need to conduct functionality tests using this new material before they could make a substitute; which is far outside the scope of the contract at hand. In addition, the customer indicated there are lot homogeneity requirements for the steel, which I was unaware of at time of solicitation.� The primary purpose of the homogeneity requirements, from what I understood, was to prevent mixing of nonresulfurized parts with resulfurized parts. Question: Question regarding N0017421Q0083, on the drawing in note 5 it ask for Zinc phosphate base, TT-C-490, type V. My question is, would type 1 in place of type V be acceptable? Answer: For these particular parts we cannot accept a Type 1 Zinc Phosphate coat. The mating parts we have in stock were built assuming they would interact with Bases with a Type V coating.� The ACME thread dimensions are defined after coating is applied; however, Type I coverage on the 2.125-16 threads may form too loose of a fit with their mating parts.� I�m hesitant to make any changes which might impact threaded interfaces, especially since these components will be part of an aerospace system. In addition, and to a lesser extent, I�m concerned about the increased potential for corrosion.� I know there should be no additional risk if the Type I coating is applied correctly; however, we�ve had corrosion issues even with Type V coatings. Question: Question 1 � 1.A.) Is the Government�s procurement for 6,010 or 6,000 units?� 1.B.) If it is for 6,010 units, can the offeror price the 10 First Articles separately from the production units? Background - The MK152 Base PWS V2 in paragraph 3.2.3 indicates that, �ACME threads shall be inspected using a 2.40-6-STUB ACME-3G MOD Gauge�.� The current lead time for the inspection gauges is 8 weeks.� The PWS indicates that the First Articles are required 8 weeks after receipt of order. Question 2 � Can the Government extend the First Article delivery lead time to 11 weeks after receipt of order? Answer: 1.���������� The Government is expecting 6,010EA deliverables.� It is acceptable for the vendors to price these 10EA FAT units separately. 2.���������� The Government can accept deviations in the FAT delivery timeframe only if the vendor is capable of making production lot deliveries on or before 16 weeks ARO, as shown in Line Item 2. Question: We are reviewing the CDRL A003, Certificate of Compliance, and the instructions referred to as DI-QCIC-81356 are not available on line (DLA and NECO sites).� DI-MISC-81356 (attached) is available on line.� I believe that DI-QCIC-81356 might be a localized NSWC Indian Head document that has the the same contents as DI-MISC-81356 .� Can you confirm this or send me a copy of DI-QCIC-81356? Answer: Regarding the CoC confusion: �DI-QCIC-81356� is a typo in the PWS; it should be �DI-MISC-81356.� Question: -������������ Section 3.3.2 of the PWS states that �The Contractor or its Suppliers shall be accredited by the National Aerospace and Defense Contractors Accreditation Program (NADCAP) to perform the processes in Table 2�. -������������ Table 2 then references drawing Note 3 and references a �Surface Preparation Test� -������������ However, when I look at drawing note 3 it relates to the raw material requirements and not to any surface preparation tests/requirements. -������������ Can the Government clarify Section 3.3.2 of the PWS as it relates to the above? Answer: That was a typo. PWS Section 3.3.2 should refer to Note 5 of the drawing, not Note 3.
