- Description
- The Naval Air Systems Command intends to negotiate and award a sole source Cost Plus Fixed Fee (CPFF) delivery order with Sikorsky, A Lockheed Martin Company, Stratford, CT. This Delivery Order is for the non-recurring engineering effort to conduct DO-254 Design Assurance Guidance for Airborne electronic hardware audits to ensure qualification of Programmable Logic Devices for the CH-53KTM Active Inceptor System. This effort will enable the Government to maximize the use of existing assets and reduce overall risk to the integration of an Active Inceptor System obsolescence redesign. Sikorsky has been the designer and developer of the CH-53K aircraft, and, accordingly, is the only known responsible firm with the requisite knowledge, capability, experience, technical data, test equipment and expertise necessary to fulfill the Government�s requirements within the required timeframes herein. The authority permitting other than full and open competition is Title 10 USC 2304(C) (1), as instructed by the Federal Acquisition Regulation (FAR) 6.302-1(a)(2), only one responsible source and no other suppliers or services will satisfy agency requirements. This synopsis is not a request for competitive proposals. However, any capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
