- The Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA) has an urgent requirement for Copiers in support of disaster relief operations for DR4610-CA Wildfires and requests that you submit a quote in response to this solicitation. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number for this is 70FBR922Q00000001 and needs to be referenced on all quotation documentation submitted in response to this solicitation. The Request for Quotations is issued in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6 and Part 15. The incorporated provisions and clauses within this solicitation document are those in effect through Federal Acquisition Circular (FAC 2021-07), effective September 10, 2021. This procurement is a 100% Small Business set-aside and the associated North American Industrial Classification System (NAICS) code for this procurement is 532420, Office Machinery and Equipment Rental and Leasing with a small business size standard of $35,000,000. The Government will give preference to local offerors small businesses that reside or primarily conduct business within the disaster counties, Lassen, Nevada, Placer, Plumas, Trinity, Tehama, and El Dorado within State of California, affected by Disaster Declaration under the Robert T. Stafford Act.� Offerors shall complete Attachment 2 Pricing Worksheet. FEMA requires two (2) copier rentals located at 10370 Peter A McCuen Blvd., Bldg E, Mather, California 95655. See Attachment 3 Statement of Work for description of requirement for the items to be acquired. The Base Period of Performance will be for three (3) months from the date of award, with options to renew if necessary. The Government intends to award a single fixed priced purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation that will be most advantageous to the Government, price and other factors considered. The following factors are listed below in descending order of importance and shall be used to evaluate offers: Technical Capability of the item offered to meet the Government requirements Price Schedule Technical and past performance, when combined, are approximately equal to cost or price. This solicitation requires an active registration with the System for Award Management (SAM) in order to be considered for award, pursuant to applicable regulations and guidelines. Instructions for Submitting Contractor Assurance Information (See Attachment) The offeror shall submit information supporting this certification to the CO at the time quotes are due. This submission will only be reviewed by the CO in making a determination of responsibility. This information will not be reviewed as part of a technical evaluation and will not count against page limits for technical quotes. Quote Due: Offerors must submit their required information not later than 3:00 p.m. (PST) Wednesday October 13, 2021.
