Anticipated NAICS: 238220 Please provide: Capability Statements Business Size statement Comments on Draft Performance Work Statement **** Eglin Comprehensive Heating Ventilation and Air Conditioning (HVAC) Maintenance Service The government is requesting information as Market Research.� The government is contemplating a Firm Fixed Price (FFP) contract for a Comprehensive Heating Ventilation and Air Conditioning (HVAC) Service across all non-real property HVAC systems owned by Air Combat Command (ACC) tenant units at Eglin AFB. �The government is looking for contractors that maintain a minimum of two (2) Liebert & Trane certified technicians withTraining certificates that are verifiable, current, and valid.� The government is forecasting a Period of Performance of 1 January 2022 - 31 December 2026. �Please provide a capability statement that shows you are a HVAC service contractor that meet all criteria stated in the Performance Work Statement (PWS) titled Draft ""Air Combat Command Tenant Units at Eglin Air Force Base Comprehensive HVAC Service for IT and Test Facilities"", dated 31 August 2021.� For security reasons, contractor personnel performing work under this contract must be U.S. citizens and contractors shall be responsible for safeguarding all government equipment, information, and property.� ACC tenant units shall allow access to areas and permit the Contractor to start and stop equipment as mutually scheduled.� At the close of each work period, government facilities, equipment, and materials shall be secured. For this request for information a draft PWS is provided, see documents. The 53 WG and 350 SWW under the 96 CEG are the primary ACC tenant units at Eglin, AFB responsible for developing, optimizing, and testing Spectrum Warfare mission data.� These units support a wide range of customers, including Department of Defense, partner and allied support countries, and Foreign Military Sales (FMS), through its HITL laboratory testing of simulated regional RF radar threat signals. �53 WG and 350 SWW test laboratories and computer rooms require an ambient temperature below 70 degrees and a humidity level between 40-60 percent to operate. �Otherwise, unique test and support equipment, and aircraft parts would overheat causing catastrophic damage.� Comprehensive HVAC service is intended to ensure the 53 WG and 350 SWW can perform their missions as directed by Air Force Instruction (AFI) 10-703, Electronic Warfare Integrated Reprogramming. Description of Services:� The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personnel services necessary to perform predictive, preventative, and corrective maintenance on ACC tenant units HVAC systems that are not considered real property by 96 CEG. These systems include, but are not limited to, Computer Room Air Conditioners (CRAC), Computer Room Air Handlers (CRAH), split systems, coolers, dry coolers, and water chillers. �The contractor will be required to perform to the standards in this contract. �This includes the planning, coordination, and surveillance of the activities necessary to ensure disciplined work performance and timely resources application to accomplish all tasking under the contract. � Service shall cover currently owned HVAC systems, as well as any ACC tenant unit systems added to meet future requirements. �The Contractor may be required to furnish materials and/or equipment for successful completion of services. �The Contractor shall be able to obtain and provide repair parts, on-site technical support, and additional components for all non-real property ACC tenant unit HVAC systems.� This contract does not cover repairs or replacement of items normally non-maintainable such as main power serviced, electrical conduit, wiring, heat exchangers, cabinets, storage tanks, tube bundles, ductwork, piping, coils, boiler shell, and structural supports.� The Contractor is not required to move or modify in any way the building structure or any part thereof in order to carry out this requirement The Contractor is not responsible for design of the system, obsolescence safety tests directed or required by any agency, company, person or organization, removal and reinstallation of valve bodies and dampers, inadequate electrical power or failure, burned-out main or branch fuses, low water pressure, selection of domestic hot water temperatures, vandalism, misuse or abuse of the system(s), negligence, requirements of governmental, regulatory or insurance agencies, or other causes beyond Contractor control unless specifically stated otherwise herein. Period of Performance:� The period of performance is anticipated for one (1) Base Year of 12 months and four (4) 12-month option years.� The Period of Performance as follows: Base Year������������������������������� Option Year I�������������������������� Option Year II Option Year III Option Year IV Hours of Operation:� Standard hours of operation are 8:00 am and 5:00 pm Monday thru Friday, except recognized Federal holidays, or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings.� ACC tenant units at Eglin AFB are subject to surge operations 24 hours per day, seven days per week, 52 weeks per year (including holidays).� The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons.� When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.� Place of Performance:� The work to be performed under this contract will be performed at the following locations at Eglin AFB, FL; additional locations may be added as ACC tenant units stand up new facilities or add HVAC systems to existing facilities.� Additionally 52.223-99 Ensuring Adequate COVID-19 Safety Protocols for Federal Contractors.� ENSURING ADEQUATE COVID-19 SAFETY PROTOCOLS FOR FEDERAL CONTRACTORS (OCT 2021) (DEVIATION)� (a) Definition. As used in this clause -� United States or its outlying areas means�� (1) The fifty States;� (2) The District of Columbia;� (3) The commonwealths of Puerto Rico and the Northern Mariana Islands;� (4) The territories of American Samoa, Guam, and the United States Virgin Islands; and� (5) The minor outlying islands of Baker Island, Howland Island, Jarvis Island, Johnston Atoll, Kingman Reef, Midway Islands, Navassa Island, Palmyra Atoll, and Wake Atoll.� (b) Authority. This clause implements Executive Order 14042, Ensuring Adequate COVID Safety Protocols for Federal Contractors, dated September 9, 2021 (published in the Federal Register on September 14, 2021, 86 FR 50985).� (c) Compliance. The Contractor shall comply with all guidance, including guidance conveyed through Frequently Asked Questions, as amended during the performance of this contract, for contractor or subcontractor workplace locations published by the Safer Federal Workforce Task Force (Task Force Guidance) at https:/www.saferfederalworkforce.gov/contractors/� (d) Subcontracts. The Contractor shall include the substance of this clause, including this paragraph (d), in subcontracts at any tier that exceed the simplified acquisition threshold, as defined in Federal Acquisition Regulation 2.101 on the date of subcontract award, and are for services, including construction, performed in whole or in part within the United States or its outlying areas.� (End of clause)
