- DOE FEMP - Federal Energy Management Program Training Program Department of Energy (DOE), Federal Energy Management Program (FEMP): Federal Energy Management Program Training Program - Procurement Solicitation No. 892434-22-Q-EE000076 DOE, Office of Energy Efficiency and Renewable Energy (EERE), Golden Field Office (GFO) In accordance with Federal Acquisition Regulations (FAR) Part 12, Acquisition of Commercial Items in conjunction with Part 13.5, Simplified Procedures for Certain Commercial Items and Part 13.501(a)(1), the DOE, EERE, FEMP, GFO, Golden, CO, 80401 intends to award firm fixed price, sole source purchase order to National Institute Building Sciences (NIBS) for the acquisition of technical support and operational management services in support of the FEMP buildings and energy management training program, Learning Management System (LMS), and International Association of Continuing Education and Training (IACET) reaccreditation. PURPOSE: The purpose of this requirement is for the operational management of FEMP's buildings and energy management training program. The work effort focuses on electronic assembly, storage, and dissemination of training related to buildings and energy management, as well as ongoing maintenance to keep the training current for the purposes of IACET accreditation. BACKGROUND/HISTORY: DOE/FEMP�s mission, pursuant to Section 543 of the National Conservation Policy Act as amended by Section 1012 of the Energy Act 2020, is to �(i) develop and implement accredited training consistent with existing Federal programs and activities (I) relating to energy and water use, management, and resilience in Federal facilities, energy-related investment practices, and environmental stewardship; and (II) that includes in-person training, Internet-based programs, and national in-person training events.� DOE, EERE, has developed the FEMP Training Program, which was established to support and expand FEMP�s mission to work and integrate its training offerings with the GSA, DoD, and other Federal Agencies, supporting the key requirements of the Federal Building Personnel Training Act (FBPTA) of 2010 (Public law 111-308) and National Defense Authorization Act (NDAA) of 2017. FEMP's training program is nationally recognized for providing technical and accredited training on a wide range of facility design, implementation, and operation and management topics relevant to Federal Agencies and the supporting energy management community. FEMP is currently in year three of a five-year accreditation cycle. An interruption to or loss of access to the Whole Building Design Group (WBDG) LMS will immediately put FEMP into a state of non-compliance with the ANSI-IACET 1-2018 Standard. The WBDG, sponsored by NIBS and supported by many Federal agencies, including DOE, has a LMS in place that meets FEMP�s training, evaluation and reporting requirements and DOE�s Personally Identifiable Information (PII) requirements. Using this WBDG LMS allows FEMP to leverage the WBDG brand and audience for FEMP training, and saves the government approximately $1M in LMS development costs. The WBDG has systems in place to track users for detailed evaluation, reporting and accreditation processes, an essential factor in maintaining FEMP�s 3rd party accreditation by the IACET. This announcement is issued for notification purposes only. No known potential alternate sources exist which could satisfy the government�s requirement. This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the government�s requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 1700 EST on October 14, 2021. Responses must be submitted in writing to april.blodgett@ee.doe.gov no later than the time and date noted above. Telephone responses and requests will not be accepted. A determination by the government not to compete this requirement based on responses to this notice is solely within the discretion of the Contracting Officer. Information received will be considered solely for the purposes of determining whether to conduct a competitive procurement. The North American Industrial Classification System (NAICS) code for this effort is 611430, Professional and Management Development Training with a business size standard is $12 Million. All responsible sources may submit a capability statement, and quotation, which shall be considered by the agency. Type of Contract: Firm Fixed Price Anticipated Award Value: $1.9M (including all Options if exercised) Duration of contract period: 1-Year Base with four (4) 1-Year Option Periods Place of Performance: Contractor owned facility, Washington, DC 20005 Contractor: National Institute of Building Sciences (NIBS). This procurement includes all applicable sustainable acquisition requirements per the FAR and/or DEAR. Subject to FAR 13.501(a)(1)(iii) the Justification for Other Than Full and Open Competition (JOFOC) will be posted within fourteen (14) days after contract award. Questions related to this notice must be submitted to DOE through the FedConnect Messages portal no later than 2 weeks after the solicitation release date.
