Description
NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT � The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations (OMAO), NOAA Ship Ronald H. Brown (RHB), home ported in Charleston SC, is a public vessel owned and operated by the U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations. Ronald H. Brown is an AGOR class research vessel commissioned by NOAA in 1997. In 2021 the ship is conducting oceanic and atmospheric research in the Atlantic and Pacific Oceans as well as the Caribbean Sea and Gulf of Mexico. Services to be provided by the Port while the ship visits St. Petersberg, FL. The period of performance is on or about 21 OCT � 14 NOV 2021 (25 days). The service will be conducted by ST PETERSBURG, CITY OF; PO BOX 2842, SAINT PETERSBURG, FL 33731-2842. To provide moorage for NOAA Ship Ronald Brown. The North American Industry Classification Code (NAICS) for this acquisition is 488310, Port and Harbor Operations; the small business size standard is $41.5 Million. Line Items are as follows CLIN0001 Port Services to include but not limited to Moorage, Line Handling, Garbage, Water, Electricity, Parking. CLIN0002 Additional port services. The Government is not aware of any other vendors that can provide service without additional markups. This Port is a City Government Port and does not require a broker or port agent. The Government intends to acquire this service under the guidelines of FAR Part 13, Simplified Acquisitions Procedures and FAR Part 12, Commercial Items. The Government intends to solicit and negotiate directly with City of St Petersburg, under the authority of FAR 13.106-1(b)(1)(i). FAC 2021-07. This is not a solicitation for competitive quotes. However, if any authorized party that can provide port services without additional mark up. A statement of capabilities to include the detailed service including manufacture authorization, and OEM agreement, and a price list, this shall be received by 8:00am EST on October 15, 2021. A determination by the Government not to compete this proposed requirement is based upon responses to this notice and it is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of the required service while also be authorized by the manufacture. The capability statement, a price list and any other information furnished must be in writing and must contain material in sufficient detail to allow the Government to determine if the party can meet all of the service requirements.
